The post-Cold War Arctic has seen a transformation from military tension and a focus on national security to a concern for environmental and human security. As a result of this, the globalized Arctic has a high level of peace and stability, maintained by international cooperation between the Arctic states, northern indigenous peoples, sub-national governments and local actors. There has also been a shift from environmental protection to economic activities and, consequently, states easily trump other interests. Now, in the Arctic, these challenges require fresh thinking on a local and global scale. Regional wars, the 'war on terror', and economic crises have posed new threats to Northern security order.

L'espace arctique traverse des changements sans precedent dans ses realites environnementales, geoeconomiques et geopolitiques. Ces changements rapides ont un impact considerable sur la securite dans et autour de la region. Les vingt-cinq annees de paix et de stabilite qui ont suivi la fin de la guerre froide ont permis d'instaurer un regime de gouvernance de la securite dans l'Arctique qui aujourd'hui cependant semble etre a un tournant et montre toute l'ampleur de ses insuffisances et de ses limites. Les temperatures s'elevent dans le grand Nord ; les ambitions egalement. L'importance grandissante de l'Arctique dans l'agenda international n'est pas une passade : elle est la pour rester (et s'accroitre). Face a la montee des tensions geopolitiques entre la Russie et les pays occidentaux, notamment ses voisins riverains de l'Arctique - et face aux effets de champ de l'attention croissante portee a la region par des acteurs exterieurs, notamment revelee par le developpement rapide et multiforme de la presence chinoise, on voit poindre le risque que des tensions hier circonscrites puissent s'etendre et que des considerations plus larges esssentiellement exterieures a la zone ne viennent s'y cristalliser, avec des effets deleteres pour la gouvernance du risque environnemental et la securite internationale au sens large. La question se pose aujourd'hui de savoir si la cooperation dans l'Arctique peut survivre aux chocs exterieurs et continuer a relever le large eventail des defis actuels et futurs en matiere de securite. C'est dans l'Arctique que s'esquisse aujourd'hui le monde de demain. La presente etude examine la complexite des parametres de transformation du visage de l'Arctique et les grandes questions et defis strategiques poses a sa securite par les dynamiques geopolitiques changeantes en ce debut de 21e siecle.
