Abstract

De manera creciente, los paises en desarrollo proveen la demanda que esta sacando a la economia global de la crisis. Las importaciones del mundo en desarrollo representan mas de la mitad del aumento de la demanda mundial por importaciones desde 2000. Los paises en desarrollo son importadores de bienes y servicios de capital. La proporcion del mundo en desarrollo en el PIB mundial en terminos de la PPA aumento de 33,7% en 1980 a 43,4% en 2010. Las perspectivas de crecimiento de estas naciones son buenas y las proyecciones senalan que excederan la recuperacion de los paises de ingreso mas alto. Los accionistas del Grupo del Banco Mundial aprobaron el primer aumento importante de capital del Banco, es decir USD 86.000 millones en mas de 20 anos. El financiamiento adicional ayudara a crear trabajos y a invertir en infraestructura, pequena y mediana empresa, redes de seguridad y mas. Los accionistas han aprobado el programa de reforma interna y estrategia posterior a la crisis. A traves de la estrategia, se esta centrando la atencion en instancias que pueden agregar valor: focalizacion en los pobres y vulnerables, en especial en a?frica al sur del Sahara; oportunidades de crecimiento con enfasis particular en agricultura e infraestructura; accion mundial colectiva sobre problematicas como cambio climatico, comercio, agricultura, seguridad de los alimentos, energia, agua y salud; buen gobierno y esfuerzos de lucha contra la corrupcion; y preparacion ante crisis. Todos estos son pasos muy importantes. Cada parte del paquete aprobado tiene relevancia. Juntos representan una transformacion dinamica del Grupo del Banco Mundial. Ademas, la organizacion esta adoptando una variedad de reformas operacionales que mejoran su eficacia, rendicion de cuentas, transparencia y capacidad de ofrecer con eficiencia recursos tecnicos y financieros a los clientes. La reforma a los creditos para inversiones mejorara el foco en los resultados, aumentara la velocidad y la entrega y fortalecera la gestion de riesgos. Para enfrentar las circunstancias variables de los paises miembros, el Banco Mundial esta desarrollando soluciones de financiamiento para la inversion mas personalizadas. Eso significa facilitar la inversion y avanzar desde la supervision hacia el apoyo a los clientes para la implementacion.

Abstract

Grupo del Banco Mundial es una fuente vital de asistencia tecnica y financiera a los paises en desarrollo alrededor del mundo. Se concentra en ayudar a la gente mas pobre en los paises mas pobres mediante el uso de sus recursos financieros, personal y amplia experiencia para ayudar los paises a reducir la pobreza, incrementar el crecimiento economico y mejorar su calidad de vida. En alianza con mas de 100 paises en desarrollo, el Grupo del Banco se esfuerza en mejorar la educacion y la salud, combatir la corrupcion, estimular el apoyo agricola, construir vias y puertos y proteger el medio ambiente. Otros proyectos estan dirigidos a la reconstruccion de paises o regiones azotados por la guerra, ofrecer servicios basicos tales como acceso al agua limpia, y estimular inversiones que generen empleo. En adicion a este critico campo de trabajo alrededor del mundo, varias partes del Grupo del Banco Mundial estan involucradas en actividades que van desde el desarrollo de investigacion y analisis economicos hasta proveer servicios financieros y asesoria a los gobiernos y las empresas privadas. Abstract

Using firm-level surveys for up to 73 countries, this paper explores the impact of introducing collateral registries for movable assets on firms' access to bank finance. It compares firms' access to bank finance in seven countries that introduced collateral registries for movable assets against three control groups: firms in all countries that did not introduce a registry, firms in a sample of countries matched by location and income per capita to the countries that introduced registries for movable assets, and firms in countries that undertook other types of collateral reforms but did not set up registries for movable assets. Overall, the analysis finds that introducing collateral registries for movable assets increases firms' access to bank finance. There is also some evidence that this effect is larger among smaller firms.

Abstract

In April 2014, the Government of Benin launched the entreprenant status, a simplified and free legal regime offered to small informal businesses to enter the formal economy. This paper presents the short-term results of a randomized impact evaluation testing three different versions of the entreprenant status on business registration decisions, each version including incremental incentives to registration: (i) information on the new legal status and its benefits, (ii) business training, counseling services, and support to open a bank account, (iii) tax mediation services. The study included 3,600 informal businesses operating with a fixed location in Cotonou, Benin, which were randomly allocated between three treatment groups and one control group. One year after the program launch, all versions of the program had significant impact on formalization rates. The impact was 9.1 percentage points in the first treatment group; 13 percentage points in the second group; and 15.8 percentage points in the last group. The program had a higher impact on male business owners, with more education, operating outside Dantokpa Market, in sectors other than trade, and that before being offered the incentives to formalization had characteristics similar to businesses that were already formal. Data from a second follow-up survey, which is expected to take place in March 2016, will explore the impacts on other outcomes, like business performances or access to banking.
