The Coast Guard provided varying levels of resources for drug interdiction operations in the ""transit zone""-the area from South America through the Caribbean Sea and the eastern Pacific Ocean that is used to transport illicit drugs to the United States-during fiscal years 2009 through 2013, and generally did not meet its performance targets for several reasons. One part of the U.S. National Drug Control Strategy is to disrupt the flow of cocaine through the transit zone. This book addresses trends in the Coast Guard's deployment of resources in the transit zone and the extent to which the Co

"In early 2014, the Department of Defense (DoD) Sexual Assault Prevention and Response Office (SAPRO) asked the RAND National Defense Research Institute (NDRI) to conduct an independent assessment of sexual assault, sexual harassment, and gender discrimination in the military -- an assessment last conducted in 2012 by the department itself with the Workplace and Gender Relations Survey of Active Duty Personnel (WGRA). Separately, the Coast Guard requested that we expand the 2014 study to include an assessment of its active and reserve force. This report provides initial top-line active-duty Coast Guard estimates from the resulting RAND Military Workplace Study, which invited close to 560,000 service members to participate in a survey fielded in August and September of 2014. The RMWS takes an approach to counting individuals in the military who experienced sexual assault, sexual harassment, or gender discrimination that measures the incidence of specific crimes and violations. Our measurement of sexual assault aligns closely with the definitions and criteria in the Uniform Code of Military Justice (UCMJ) for Article 120 crimes. The survey measures of sexual harassment and gender discrimination, which together we refer to as sex-based military equal opportunity (MEO) violations, use criteria drawn from DoD Directive 1350.2. Compared with past surveys that were designed to measure a climate of sexual misconduct associated with illegal behavior, the approach used in the RMWS offers greater precision in estimating the number of crimes and MEO violations that have occurred."--Publisher's website.

Complex Contracting draws on core social science concepts to provide wide-ranging practical advice on how best to manage complex acquisitions. Using a strong analytical framework, the authors assess contract management practices, suggesting strategies for improvement and ways to avoid the pitfalls of managing contracts for large and sophisticated projects. An in-depth analysis of the US Coast Guard's Deepwater program is included to illustrate ways to respond to real-world contracting challenges. This high-profile and controversial case consisted of a projected 25-year, 24 billion contract through which the US Coast Guard would buy a system of new boats, aircraft, communications, and control architecture to replace its aging fleet. The authors explore the reasons why this program, launched with such promise, turned out so poorly, and apply the lessons learned to similarly complex contracting scenarios. This engaging and accessible book has broad applicability and will appeal to policymakers, practitioners, scholars and students.

Göytepe: Neolithic Excavations in the Middle Kura Valley, Azerbaijan, publishes the first round of fieldwork and research (2008-2013) at this key site for understanding the emergence and development of food-producing communities in the South Caucasus. Situated close to the Fertile Crescent of Southwest Asia, where Neolithisation processes occurred earlier, research in the South Caucasus raises intriguing research questions, including issues of diffusion from the latter and interaction with 'incoming' Neolithic communities as well as the possibility of independent local Neolithisation processes. In order to address these issues in the South Caucasus, a joint Azerbaijan-Japan research programme was launched in 2008 to investigate Göytepe, one of the largest known Neolithic mounds in the South Caucasus. The results of the first phase of the project (2008-2013) presented here provide rich archaeological data from multi-disciplinary perspectives: chronology, architecture, technology, social organisation, and plant and animal exploitation, to name a few. This volume is the first to present these details in a single report of the South Caucasian Neolithic site using a high-resolution chronology based on dozens of radiocarbon dates.

A topic of utmost importance in civil engineering is finding optimal solutions throughout the life cycle of buildings and infrastructural objects, including their design, manufacturing, use, and maintenance. Operational research, management science, and optimization methods provide a consistent and applicable groundwork for engineering decision-making. These topics have received the interest of researchers and, after a rigorous peer-review process, eight papers have been published in this Special Issue. The articles in this Printed Edition demonstrate how solutions in civil engineering, which bring economic, social, and environmental benefits, are obtained through a variety of methodologies and tools. Usually, decision-makers need to take into account not just a single criterion, but several different criteria and, therefore, multi-criteria decision-making (MCDM) approaches have been suggested for application in five of the published papers; the rest of the papers apply other research methods. Most approaches suggested decision models under uncertainty, proposing hybrid MCDM methods in combination with fuzzy or rough set theory, as well as D-numbers. The application areas of the proposed MCDM techniques mainly cover production/manufacturing engineering, logistics and transportation, and construction engineering and management. We hope that a summary of the Special Issue as provided here will encourage a detailed analysis of the papers included in the Printed Edition.

The Islamic Revolutionary Guard Corps (IRGC), founded after the Iranian revolution in 1979, is one of the most powerful and prominent but least understood organizations in Iran. In this book, Annie Tracy Samuel presents an innovative and compelling history of this organization and, by using the Iran-Iraq War as a focal point, analyzes the links between war and revolution. Tracy Samuel provides an internal view of the IRGC by examining how the Revolutionary Guards have recorded and assessed the history of the war in the massive volume of Persian language publications produced by the organization's top members and units. This not only enhances our comprehension of the IRGC's roles and power in contemporary Iran, but also demonstrates how the history of the Iran-Iraq War has immense bearing on the Islamic Republic's present and future. In doing so, the book reveals how analyzing Iran's history provides the critical tools for understanding its actions today.
