Transport accounts for nearly a quarter of carbon dioxide emissions from fuel combustion. The price attached to these emissions is critical to climate policies and emissions mitigation efforts in the sector. As the impact of emissions on climate does not depend on where CO2 is released, the price of carbon should be uniform. In reality, however, it varies immensely, reflecting the complexity of assessing climate impacts. This report reviews the three key challenges in considering the effects of carbon dioxide emissions in economic appraisal: the valuation of carbon dioxide emissions, the treatment of uncertainty in climate change and the approach used to discounting future costs and benefits. The report reviews current approaches in selected countries (France, Germany, Japan, The Netherlands, New Zealand, Norway, Sweden, the United Kingdom and the United States) and provides examples of good practice and recommendations for national and international policy making.

Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented. This report identifies and assesses "best practices" among road safety programmes in OECD countries. Emphasis is placed on those programmes that have been evaluated. In addition, the underlying criteria that influence the success or failure of these "best practices" are identified to facilitate the development of effective road safety policies in Member countries.

Ringland wil van Antwerpen een meer leefbare, duurzame en verkeersveilige stad maken. Honderden vrijwilligers en experts leveren daar samen met de burgerbeweging opmerkelijke inspanningen voor. Zo is in het vijfjarige bestaan van Ringland een breed draagvlak opgebouwd voor de overkapping van de Antwerpse Ring. Samen met Ademloos en stRaten-generaal kon Ringland ook enkele politieke doorbraken forceren, zoals voor een betere Oosterweelverbinding en de ‘modal shift’ naar duurzamer vervoer. ‘Maar er is meer, veel meer’, oordeelt socioloog Luc Huyse (KU Leuven) in het voorwoord van Het Ringland Boek. ‘Er zijn met de aanpak van Ringland flinke stappen gezet in de richting van vernieuwing van de democratie. Meer bepaald in de gedaante van het Toekomstverbond tonen Ringland en co aan dat de inzet van burgerbewegingen uiteindelijk de slagkracht van de overheid ten goede komt.’ Op een vrijwilligersdag van Ringland suggereerde professor Huyse Ringland daarom zijn ervaringen neer te schrijven. Want ‘vele actiegroepen, vele burgerbewegingen in Vlaanderen zijn op zoek naar een routeplanner, een draaiboek waarmee ze hun organisatie politieke invloed kunnen geven’.
