Depuis le 13 mars 1979, les relations des monnaies de la Communauté européenne (à l'exception de la livre sterling et de la drachme) sont réglées par le système monétaire européen. La création du SME a répondu à une double préoccupation : stabiliser les rapports de change entre les monnaies européennes et faire reposer cette stabilité externe sur une meilleure convergence des économies de la Communauté vers la stabilité interne. Le présent ouvrage vise à répondre aux nombreuses questions que "l'honnête homme" peut se poser, tant sur les mécanismes et la signification économique du SME que sur ses résultats et les perspectives d'avenir qui s'offrent à lui. Le chapitre I expose ce que furent les motivations de l'effort européen dans un univers où, suite à la désintégration du système de Bretton Woods, le "flottement" des grandes monnaies s'est, dans la pratique, accompagné d'une grande instabilité monétaire internationale peu propice à l'investissement et à la reprise de la croissance. Mais la création par le SME d'une "zone de stabilité monétaire en Europe" s'est également inscrite dans la succession d'efforts qui ont jalonné la poursuite, sur le plan monétaire, de l'intégration économique européenne. Le chapitre II retrace ces tentatives antérieures, depuis la formulation d'un certain nombre d'objectifs dans le traité de Rome jusqu'au flottement concerté de certaines monnaies européennes dans le "serpent". Le chapitre III détaille le contenu du SME et de ses mécanismes (mécanismes de change et d'intervention, rôle de l'Ecu, système de crédit), en montrant notamment les nouveautés que ces mécanismes incorporent par rapport au "serpent" et en analysant dans l'abstrait leurs conditions de bon fonctionnement. Le chapitre IV montre alors, à l'aide de nombreuses données chiffrées, ce que fut la réalité du fonctionnement du SME durant ses dix premières années : dans un environnement international plus instable que jamais, une bonne performance sur le plan de la stabilité externe ; en outre, une convergence vers la stabilité interne encore insuffisante mais en progrès certain depuis 1982 ; enfin, un développement récent mais rapide de l'usage privé de l'Ecu. Enfin, le chapitre V se penche sur l'avenir du SME : il évoque le passage - différé - à la phase institutionnelle, souligne le caractère prioritaire de la recherche d'une meilleure convergence des économies participantes et expose un certain nombre de réformes possibles qui seraient de nature à renforcer la cohésion du système et sa capacité de résistance aux chocs venus de l'extérieur.
