The Seminar, held in Paris in December 1998, was a forum for discussion, in a broad sense, gathering together people from international scientific circles and people responsible for the preparation of political decisions. Bringing together delegates from more than 30 European countries, it was the occasion to discuss the following four recurring topics: working conditions: effects of foreseen modifications of working time on both the security and health of drivers; access to, and future of, the profession; the economic stakes: business competitivity, subcontracting, competition not only between enterprises but also between countries; and the role and limits of public authorities.

This report examines existing regulatory approaches and then explores how performance standards might be used to improve regulatory outcomes. Under a performance-based approach to regulation, standards would specify the performance required from vehicle operations rather than mandating how this level of performance is to be achieved. More flexible performance-based regulations provide for increased innovation and more rapid adoption of new technologies. The report explores the regulatory reform processes in some countries that have led to more direct, outcome-oriented approaches to regulating road transport vehicles.--Publisher's description.

There are almost three million truck drivers in the United States today. In the past 30 years, there has been a constant demand for truck drivers. Most experts say there are never enough trained, experienced drivers to go around. As a truck driver, you can work for a trucking company or a wholesale or retail store. You can work for the government, or you can be in business for yourself, owning and operating your own rig. Trucks come in all shapes and sizes, large, medium and small, and some have special features, such as refrigeration. All of these types are used throughout the country.

This empirical paper sheds light on a significant element of the debate of whether infrastructure services have a strong impact on economic development by exploring the impact of innovative road freight services on downstream business users. The paper uses a new and purpose-specific survey of 165 logistics service providers and 493 user enterprises in food processing, food distribution, and the automotive industry in the Czech Republic, Hungary, and Poland. The main findings are that there are substantial downstream benefits from innovations in road freight services, both dampening cost increases and raising sales revenues of business users. The additional finding that increased intensity of competition in road freight services is significantly associated with the provision of innovative services suggests that easing any remaining barriers to competition in upstream business sectors should be a priority.
