Nos sociétés sont saisies par la compassion. Un " zèle compatissant " à l'égard des démunis, des déshérités, des exclus ne cesse de se manifester dans le champ politique. A tel point que les dirigeants n'hésitent plus à faire de leur aptitude à compatir un argument décisif en faveur de leur droit à gouverner. Phénomène circonstanciel ou nouvelle figure du sentiment démocratique ? Myriam Revault d'Allonnes interroge sans détour les rapports entre la dimension affective du vivre-ensemeble, la nature du lien social et l'exercice du pouvoir. Remontant aux sources de la modernité, elle montre que le rôle des passions et des émotions n'a cessé de nourrir la réflexion sur l'existence démocratique, de Rousseau à Arendt, en passant par Tocqueville. Où l'on verra que, si le déferlement compassionnel ne fait pas une politique, les liens entre sentiment d'humanité, reconnaissance d'autrui et capacité d'agir nécessitent pourtant d'être pensés à nouveaux frais

This report assesses the integrity framework of the public sector in Tunisia to shed light on the measures that should be put in place. This assessment is based on the 1998 OECD Recommendation on Improving Ethical Conduct in the Public Service and the 2008 OECD Recommendation on Enhancing Integrity in Public Procurement. This report also includes Middle Eastern and North African countries case studies on the implementation of policies promoting integrity. The proposals for action stemming from this first assessment provide a roadmap for the Tunisian authorities in order to reinforce the integrity framework of the public sector. They include, among others, carrying out detailed diagnoses of the weaknesses in the system to identify priority measures for reform. In addition, the authorities are advised to identify the priority measures according to the diagnoses developed in cooperation with the stakeholders. Particular emphasis has been given to Public Procurement since this area is especially vulnerable to corruption.

A set of clear standards of conduct for public officials can provide a critical tool for governments to promote openness, transparency and accountability in the public sector and eventually restore citizens’ trust in government. With a view to strengthening the ethics framework, the Palestinian Authority has undertaken significant progress to implement a Code of Conduct and Ethics for its civil service. This report analyses the underlining factors of an effective Code of Conduct in the overall framework of public governance reform to build open and transparent institutions. The report traces the evolution of the code from the first draft to the adopted document and discusses the final version against OECD recommendations and international good practices. The report provides actionable policy recommendations to operationalise the code towards a stronger governance framework for public sector integrity in the Palestinian Authority. The report points to the code’s strategic role alongside other measures to upgrade the ethics framework and sets an agenda to drive effective implementation in line with international principles of ethics and open government in the Palestinian Authority.
