Abstract

Throughout history, reform has provoked rebellion - not just by the losers from reform, but also among its intended beneficiaries. Finkel and Gehlbach emphasize that, especially in weak states, reform often must be implemented by local actors with a stake in the status quo. In this setting, the promise of reform represents an implicit contract against which subsequent implementation is measured: when implementation falls short of this promise, citizens are aggrieved and more likely to rebel. Finkel and Gehlbach explore this argument in the context of Russia's emancipation of the serfs in 1861 - a fundamental reform of Russian state and society that paradoxically encouraged unrest among the peasants who were its prime beneficiaries. They further examine the empirical reach of their theory through narrative analyses of the Tanzimat reforms of the nineteenth-century Ottoman Empire, land reform in ancient Rome, the abolition of feudalism during the French Revolution, and land reform in contemporary Latin America.

Abstract

This collection of articles is based on presentations and discussions at the 2018 African Potentials Forum, held in Accra, Ghana. This forum was a part of the African Potentials Project, which aims to clarify the latent problem-solving abilities, ways of thinking, and institutions that have been created, accumulated, unified, and deployed in the everyday experiences of Africans. The notion of Africa's latent power/potential is not related to romanticisation of the traditional knowledge of African society and its institutions as fixed, essentialised 'magic wands'. This notion also raises objections against political dogmas that seek to smoke out and eliminate thought and values originating in Western modernity. The keyword of the Accra Forum was futurity. Africa's future is laden with possibilities, latent power, and potential. It is bright and hopeful but, simultaneously, bleak and thought-provoking. For nascent democracies and economically challenged communities, the value of this potential lies not in its static qualities but in how these qualities can be harnessed and translated into beneficial practical outcomes. As a concept, 'potential' connotes a time to come; a futurity that is full of known and unknown possibilities, challenges, and opportunities.

"Why do so few countries achieve development success? Achieving development requires many changes over a short period of time, generating instability and risk. It is a deep and integrated economy of change involving force, strategic thinking, and ideological conviction - it emerges when successful development is seen as necessary for the survival of a political order. 'Developmentalism' engages with the moral issues that this raises. 'Developmentalism: The Normative and Transformative within Capitalism' uses a historical comparative approach to understand development as a transformation which involves a deep and integrated political economy of change - a shift from a state of 'capital-ascendance' to 'capital dominance'. It is only through a transformation towards capital dominance that mass poverty reduction and the construction of a commonwealth are possible. However, capitalist development is extremely difficult and requires a highly exacting political endeavor. The politics of development is conceptualized as developmentalism: a strategy and ideology in which governments exercise heavy directive power, endure instability and crisis, and secure a rudimentary legitimacy for their efforts. This book argues that developmentalism requires a conflation of successful capitalist transformation with some form of existential insecurity of the state itself. It flourishes when capitalist transformation connects to profound questions of sovereignty, statehood, nation-building, and elite survival. 'Developmentalism' shows deep contextualisation of capitalist transformation as well as the massive improvements in material life that it has generated" --

Abstract

While policy makers, international organizations and academics are increasingly aware of the economic effects of emigration, the potential political effects remain understudied. This book maps the nature of the relationship that links emigration and political development. Jonathon W. Moses explores the nature of political development, arguing that emigration influences political development. In particular, he introduces a new cross-national database of annual emigration rates and analyzes specific cases of international emigration (and out-migration within countries) under varying political and economic contexts.
