Abstract

This comprehensive review of Cameroon's development policies since the 1970s-including public finance, privatization, trade, infrastructure, and governance-finds that Cameroon's malaise is due less to a lack of resources than to an inability to sustain reforms and to implement growth-enhancing policies. While the government's strategies have been sound, this volume argues that an ""administrative inertia"" has set in. This study makes a number of key recommendations to overcome this inertia, enhance cohesion and consistency in government actions, strengthen capacity to effectively execute prog

Abstract

The Cameroonian authorities found irregularities while implementing the first Poverty Reduction Strategy Paper (PRSP). The process of revising the strategy of PRSP I has resulted in the growth and employment strategy paper (GESP), designed for achieving the MDGs and realizing the vision with multiyear development programs. The GESP deals with a review of development policies, its vision and goals, a growth and employment strategy, state governance and strategic management, macroeconomic and budgetary guidelines, and an institutional framework. The GESP programming and monitoring system thus will help in formulating better policies.

Abstract

Cameroonian monetary developments in the first half of 2007 continued to be driven by high oil prices while inflation declined. Fiscal performance in the first half of 2007 was broadly satisfactory, although concerns about investment execution remain. Performance under the Poverty Reduction and Growth Facility (PRGF)-supported program over January-June 2007 was mixed, but corrective actions have been taken. The medium-term fiscal strategy aims at expanding priority spending while preserving macroeconomic sustainability. The authorities agreed that non-oil revenue mobilization remained key to ensuring fiscal sustainability.
