Abstract

The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a “responsibly to prevent” was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region’s future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of “responsibility to prevent”? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda-setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan’s independence in 2011, and whether or not their governments had a responsibility to prevent.

Abstract

Over the past two decades, the situation in Africa's largest country, Sudan, has progressively deteriorated: the country is in second position on the Failed States Index, a war in Darfur has claimed hundreds of thousands of deaths, President Bashir has been indicted by the International Criminal Court, a forthcoming referendum on independence for Southern Sudan threatens to split the country violently apart. In this fascinating and immensely readable book, the Africa editor of the Economist gives an absorbing account of Sudan's descent into failure and what some have called genocide. Drawing on interviews with many of the main players, Richard Cockett explains how and why Sudan has disintegrated, looking in particular at the country's complex relationship with the wider world. He shows how the United States and Britain were initially complicit in Darfur-but also how a broad coalition of human-rights activists, right-wing Christians, and opponents of slavery succeeded in bringing the issues to prominence in the United States and creating an impetus for change at the highest level.

Abstract

The first Canadian diplomat to be posted to war-torn Sudan, Nicholas Coghlan was a natural choice to lead Canada’s representation in the new Republic of South Sudan soon after the country was founded in 2011. In late 2013, Coghlan and his wife Jenny were in the capital, Juba, when it erupted in gunfire and civil war pitted one half of the army against the other, Vice-President Machar against President Kiir, and the Nuer tribe against the Dinka. Abstract

South Sudan is the world's youngest independent country. Established in 2011 after two wars, South Sudan has since reverted to a state of devastating civil strife. This book provides a general history of the new country, from the arrival of Turco-Egyptian explorers in Upper Nile, the turbulence of the Mahdist revolutionary period, the chaos of the 'Scramble for Africa', during which the South was prey to European and African adventurers and empire builders, to the Anglo-Egyptian colonial era. Special attention is paid to the period since Sudanese independence in 1956, when Southern disaffection grew into outright war, from the 1960s to 1972, and from 1983 until the Comprehensive Peace of 2005, and to the transition to South Sudan's independence. The book concludes with coverage of events since then, which since December 2013 have assumed the character of civil war, and with insights into what the future might hold.

Abstract

South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa. Abstract

The elites -- whether political, military, or economic -- constitute a determinant force in state formation and the nation-building project in post-colonial transitions. The absence of a scientific understanding of the socioeconomic and political configuration of South Sudan has obfuscated the liberation struggle and generated ethnic nationalism and the emergence of a parasitic class that is completely alienated from the masses of the people. South Sudan, the highly hyped youngest state in Africa and the world, is in a deep social, economic, and political crisis characterised by a low-intensity civil war, immense suffering and material deprivation of the people. It has internally displaced hundreds of thousands of people who live in "protection of civilian" sites in major towns under the care of United Nations Mission in South Sudan. Three and a half million have crossed international borders to seek refuge in Uganda, the Democratic Republic of the Congo, Sudan, Ethiopia, and Kenya. The ruling elite, completely unperturbed by the deep humanitarian crisis and apparent near collapse of the state, clamour for power sharing. Together with foreign collaborators, they have enriched themselves and fuelled the war through the extraction and plunder of the country's natural resources. This book is a critical analysis of the socioeconomic and political failures of South Sudan's leaders who have plunged the nascent state into the abyss. South Sudan: Elites, Ethnicity, Endless Wars and the Stunted State is likely to achieve its objective of stimulating debate about the future of South Sudan as a viable polity. The hope is that readers, through the debate generated by this book, will rediscover the commonality that marked the struggle for freedom, justice, and fraternity, and abandon ethnic ideologies as a means of constructing a modern state in South Sudan.
