De rol van de ambtenaar verandert voortdurend. Was het voorheen vooral belangrijk de regels nauwgezet toe te passen of de (financiële) doelstellingen van het project te bewaken, nu moet je in dialoog met burgers, ondernemers en belanghebbenden.
