Professeur à l’Université catholique de Louvain, puis à l’Université Panthéon-Assas (Paris 2), Secrétaire général de l’Institut de droit international, Joe Verhoeven occupe une place particulière dans la doctrine du droit international.Il intitula son cours général à l’Académie du droit international de La Haye « Considérations sur ce qui est commun ». C’est en quelque sorte en contrepoint (ou en complément) à ce titre que ce Liber amicorum est consacré à ce qui reste de « propre » à chaque État et aux règles du droit international qui protègent ce que Joe Verhoeven a intuitivement décrit comme relevant de la « vie privée » de chaque communauté nationale.Les trente contributions issues de cette réflexion plurielle (dont certaines sont rédigées en anglais) ont été regroupées sous quatre grandes thématiques : les limites du droit international et la « vie privée » des États ; les compétences de l’État à l’abri du droit international ; le droit international à l’épreuve de l’État et de l’intégration régionale ; la justice internationale au risque des limites de son propre droit

Décédé en 2013, François Rigaux fut une grande figure de la doctrine belge et il marqua profondément de nombreuses générations d'étudiants louvanistes. Essentiellement connu pour ses travaux pionniers en droit international privé, sa culture juridique ne s’y limitait nullement tandis que sa pensée critique sur le droit rayonna bien au-delà de l’Europe. Homme engagé, il fut de nombreux combats, ce qui l’amena sur les chemins du droit international public à la recherche d’un monde plus juste. Conseil de la République islamique d’Iran devant le Tribunal des différends irano-américain et juge ad hoc désigné par l’Iran dans une affaire contre les Etats-Unis portée devant la Cour internationale de Justice, il dirigea à Louvain les recherches doctorales de plusieurs chercheurs iraniens devenus plus tard des figures importantes du monde universitaire et administratif iranien, dont le Professeur Mohsen Mohebi, co-directeur de ces mélanges. Initié depuis Téhéran, ce volume bilingue d’hommage regroupe vingt contributions portant sur l’oeuvre de François Rigaux, la jurisprudence du Tribunal des différends irano-américain ainsi que différentes questions actuelles en droit international public, dont celle des sanctions économiques. = François Rigaux, who died in 2013, was a great figure of Belgian legal scholarship and left a deep impression on many generations of students from Louvain. Essentially known for his pioneering work in private international law, his legal culture was by no means limited to that field, while his critical thinking on the law radiated far beyond Europe. A man of strong-held political convictions, he fought many battles, which led him along the paths of public international law in search of a fairer world. Counsel for the Islamic Republic of Iran before the Iran-United States Claims Tribunal and judge ad hoc appointed by Iran in a case brought against the United States before the International Court of Justice, he directed at Louvain the doctoral research of several Iranian researchers who later became important figures in the Iranian academic and administrative world, among them is Prof. Mohsen Mohebi the co-editor of this Mélanges. Initiated in Tehran, this bilingual volume of homage brings together twenty contributions on the work of François Rigaux, the jurisprudence of the Iran-United States Claims Tribunal as well as various current issues in public international law, including that of economic sanctions.

The German Ministry of Defense decided in 2000 to commission a study comparing various European systems of military law. The present book contains not only the original study but also all national reports in English. It provides a comparative analysis of different European military law systems on the basis of national reports.
