Déportations, tortures, viols, " nettoyages ethniques ", meurtres de civils, exécutions de masse : ce sont quelques-uns des " crimes internationaux " que la communauté internationale n'arrive souvent pas à empêcher. Pour punir et mettre un frein à ces atrocités, tout au long du XX'e siècle (à partir du Traité de Versailles de 1919, en passant par Nuremberg, Tokyo et l'expérience des tribunaux ad hoc pour l'ex-Yougoslavie et pour le Rwanda), divers mécanismes judiciaires ont été mis en place pour faire valoir la responsabilité pénale individuelle des auteurs de violations graves du droit international. Par la création, avec le traité de Rome de 1998, de la Cour pénale internationale, la communauté internationale s'est finalement donné les moyens de rendre plus efficace le châtiment des crimes internationaux. Cet ouvrage présente et décrit les mécanismes de fonctionnement de ce système de justice pénale internationale, ses enjeux, les difficultés juridiques et politiques qu'il rencontre, ainsi que les défis qu'il doit affronter pour mettre véritablement fin à l'impunité.
