Are older drivers posing an increasing risk to the public? If they are, what options should policymakers consider to mitigate that risk? This research offers a new perspective on these questions. Using an innovative approach to estimate the extent to which older drivers are on the road and their riskiness compared with drivers of other age groups, the study finds that older drivers (those 65 and older) are slightly (16 percent) likelier than drivers aged 25 to 64 to cause an accident and that they pose much less risk to the public than do drivers aged 15 to 24, who are nearly three times likel

The lawsuit is the cornerstone of the civil justice system in America, and an open court the foundation of American jurisprudence. Recently, however, more civil disputes have been resolved out of court and the outcomes kept secret. "This volume summarizes the final report (MR-998-EDU) on RAND's three-year evaluation of the Learn and Serve America Higher Education (LSAHE) program. It discusses the major activities and accomplishments of the LSAHE-supported programs; the impacts of LSAHE on students, communities, and institutions; and the returns on the public assessment in LSAHE. It also presents the main conclusions of the evaluation: that LSAHE was highly successful in serving communities and had mixed success in promoting student development and institutional change, and that even though expenditures exceeded the value of LSAHE to communities, value increased each year, suggesting that long-term positive returns may occur."--Rand Abstracts
