This Oxford Handbook is the definitive volume on the state of international security and the academic field of security studies. It provides a tour of the most innovative and exciting news areas of research as well as major developments in established lines of inquiry. It presents a comprehensive portrait of an exciting field, with a distinctively forward-looking theme, focusing on the question: what does it mean to think about the future of international security? The key assumption underpinning this volume is that all scholarly claims about international security, both normative and positive, have implications for the future. World Out of Balance is the most comprehensive analysis to date of the constraints on the United States' use of power in pursuit of its security interests. Stephen Brooks and William Wohlforth overturn conventional wisdom by showing that in a unipolar system, where the United States is dominant in the scales of world power, the constraints featured in international relations theory are generally inapplicable. In fact, the authors argue that the U.S. will not soon lose its leadership position; rather, it stands before a twenty-year window of opportunity for reshaping the international system. Although American primacy in the world is unprecedented, analysts routinely stress the limited utility of such preeminence. The authors examine arguments from each of the main international relations theories--realism, institutionalism, constructivism, and liberalism. They also cover the four established external constraints on U.S. security policy--international institutions, economic interdependence, legitimacy, and balancing. The prevailing view is that these external constraints conspire to undermine the value of U.S. primacy, greatly restricting the range of security policies the country can pursue. Brooks and Wohlforth show that, in actuality, the international environment does not tightly constrain U.S. security policy. World Out of Balance underscores the need for an entirely new research agenda to better understand the contours of international politics and the United States' place in the world order.

Rising powers such as Brazil, China, India, Russia, and Turkey are increasingly claiming heightened profiles in international politics. Although differing in other respects, rising states have a strong desire for recognition and respect. This pioneering volume on status features contributions that develop propositions on status concerns and illustrate them with case studies and aggregate data analysis. Four cases are examined in depth: the United States (how it accommodates rising powers through hierarchy), Russia (the influence of status concerns on its foreign policy), China (how Beijing signals its status aspirations), and India (which has long sought major power status). The authors analyze status from a variety of theoretical perspectives and tackle questions such as: How do states signal their status claims? How are such signals perceived by the leading states? Will these status concerns lead to conflict, or is peaceful adjustment possible?

"The end of the Cold War and subsequent dissolution of the Soviet Union resulted in a new unipolar international system that presented fresh challenges to international relations theory. Since the Enlightenment, scholars have speculated that patterns of cooperation and conflict might be systematically related to the manner in which power is distributed among states. Most of what we know about this relationship, however, is based on European experiences between the seventeenth and twentieth centuries, when five or more powerful states dominated international relations, and the latter twentieth century, when two superpowers did so. Building on a highly successful special issue of the leading journal World Politics, this book seeks to determine whether what we think we know about power and patterns of state behaviour applies to the current 'unipolar' setting and, if not, how core theoretical propositions about interstate interactions need to be revised"-- "john ikenberry, michael mastanduno, and william c. wohlforth American primacy in the global distribution of capabilities is one of the most salient features of the contemporary international system. The end of the Cold War did not return the world to multipolarity. Instead the United States - already materially preeminent - became more so. We currently live in a one superpower world, a circumstance unprecedented in the modern era. No other great power has enjoyed such advantages in material capabilities - military, economic, technological, and geographical. Other states rival the United States in one area or another, but the multifaceted character of American power places it in a category of its own. The sudden collapse of the Soviet Union and its empire, slower economic growth in Japan and Western Europe during the 1990s, and America's outsized military spending have all enhanced these disparities. While in most historical eras the distribution of capabilities among major states has tended to be multipolar or bipolar - with several major states of roughly equal size and capability - the United States emerged from the 1990s as an unrivaled global power. It became a "unipolar" state. Not surprisingly, this extraordinary imbalance has triggered global debate.
