Abstract

On January 30, 2021, Secretary of Defense Lloyd Austin halted all the U.S. Department of Defense's (DoD's) external advisory boards and committees. In a letter issued that day, he ordered a "zero-based review" of all such boards. In this report, RAND Corporation researchers detail an exploratory study to reveal lessons learned for how DoD can improve its advisory boards. The authors conducted 16 interviews with current and former DoD officials to learn what worked well, what could be enhanced or dispensed with, and how boards might be reconfigured. The result is a set of findings and recommendations regarding how defense advisory boards are formed, designed, and structured; how DoD selects the chair and members of each board; how DoD could implement a diversity mindset on advisory boards and what the benefits are of doing so; and approaches for overcoming administrative and bureaucratic challenges. This report provides lessons learned and recommendations for defense leaders and officials.

Abstract

"In 2015, for the first time, millennials outnumbered baby boomers as the largest generational segment of the U.S. population. This report describes how the intelligence community (IC) must engage millennials across multiple segments to succeed in the future: millennials as intelligence clients, employees, and partners and as members of the public. The authors explore how the perspectives and experiences of millennials falling into each segment are relevant to IC functions and missions. Millennials in each segment may perceive intelligence differently from previous generations, which may influence whether and how they partner and engage with the IC; such decisions will affect future intelligence missions. Abstract

Foreign attacks against the United States occur frequently, but the American people, U.S. policymakers, and even some intelligence analysts have become inured to the rising temperature of these national security threats. Although changes have occurred in the structure and organization of intelligence agencies, the intelligence community (IC) continues to face long-standing challenges related to collaboration, the use of open sources, analytic tradecraft, and the risk of politicization. The current environment demands prompt consideration of changes to intelligence structures and authorities that would enable intelligence analysts to become aware of foreign interference and disinformation campaigns sooner; ensure the dissemination of unclassified intelligence assessments to everyone who needs access to them, including private sector organizations; and protect against politicization. This exploratory study sought to address these needs by proposing Big Ideas—game-changing ideas that, while bold and audacious, are also implementable without requiring major intelligence reform. Drawing from an extensive review of previous intelligence reforms and scholarly literature to understand earlier proposals and 17 interviews with current and former U.S. and foreign intelligence leaders, practitioners, and scholars, the authors identify evidence-based ideas to stimulate debate and meaningful changes in the IC that could meet today's challenges and strengthen U.S. national security against adversaries who are exploiting U.S. enterprises.

Abstract

National security organizations need highly skilled and intellectually creative individuals who are eager to apply their talents to address the nation's most pressing challenges. In public and private discussions, officials and experts addressed the need for neurodiversity in the national security community. They described missions that are too important and too difficult to be left to those who use their brains only in typical ways. Neurodivergent is an umbrella term that covers a variety of cognitive diagnoses, including (but not exclusive to) autism spectrum disorder, attention deficit disorder (ADD) and attention-deficit/hyperactivity disorder (ADHD), dyslexia, dyscalculia, and Tourette's syndrome. Neurodivergent individuals are already part of the national security workforce. The purpose of this report is to understand the benefits that people with neurodivergence bring to national security; the challenges in recruiting, working with, and managing a neurodiverse workforce; and the barriers in national security workplaces that prevent agencies from realizing the full benefits of neurodiversity. To carry out this research, the authors conducted a review of primary, secondary, and commercial literature; they conducted semistructured interviews and held discussions with government officials, researchers and advocates for the interests of neurodivergent populations, and representatives from large organizations that have neurodiversity employment programs; and they synthesized findings from across these tasks to describe the complex landscape for neurodiversity in large organizations in general and in national security specifically.

Abstract

In response to a requirement set in the National Defense Authorization Act for Fiscal Year 2021, the authors examine the strengths and vulnerabilities of China's defense industrial base (DIB) by designing and applying a comparative analytic structure that could be used to assess any country's DIB. This assessment of China's DIB applies the new methodology's focus on six fundamental topics: economics; governance and regulations; research, development, and innovation; workforce, labor, and skills; manufacturing; and raw materials. The methodology was designed as a comparative systems analysis to reveal systemic strengths and vulnerabilities of a country's DIB, and, in doing so for China, the authors have further identified several areas in which China is reliant on the United States and U.S. allies. Coalescing the report's findings into an integrated analysis will provide input to U.S. and other nations' policymakers in an era of renewed strategic competition. The authors also identify information requirements that would improve the assessment of China's and other countries' DIBs in the future.

Abstract

Scientific research ethics vary by discipline and by country, and this analysis sought to understand those variations. The goal of this project was to provide researchers, government officials, and others who create, modify, and enforce ethics in scientific research around the world with an understanding of how ethics are created, monitored, and enforced across scientific disciplines and across international borders. The authors reviewed literature from across scientific disciplines and conducted interviews with experts in the United States, Europe, and China. The research had two motivations: (1) to inform researchers and sponsors who engage in research in emerging scientific disciplines and who may face new ethical challenges, and (2) to inform research sponsors-including government officials-who wish to encourage ethical research without unintentionally encouraging researchers to pursue their research in other jurisdictions. This analysis led to an understanding of which ethics are common across disciplines, how these ethics might vary geographically, and how emerging topics are shaping future ethics. The authors focused on the ethics of scientific research and how the research is conducted, rather than on how the research is applied. This distinction excluded from this research an analysis of so-called "dual-use" applications for military purposes.--

"This report provides analysis and recommendations for intelligence agencies regarding how to conduct work outside secure government facilities by identifying policy, legal, technology, security, financial, and cultural considerations. This report provides steps that intelligence agencies can take to address these considerations and overcome potential challenges. The advantages of remote-work programs include greater access to outside expertise, continuity of operations, and increased work-life offerings for recruitment and retention. The authors reviewed studies on telework and telecommuting, examined seven federal agencies that conduct work outside government facilities, and conducted interviews inside the National Geospatial-Intelligence Agency (NGA). Intelligence agencies could benefit from conducting some unclassified functions outside Sensitive Compartmented Information Facilities (SCIFs), with each agency differing in terms of which functions would be most appropriate to move to unclassified facilities. Abstract

U.S. Central Command (CENTCOM) Directorate of Intelligence sought RAND Corporation assistance in developing a repeatable process to measure the effectiveness of its intelligence, surveillance, and reconnaissance (ISR) operations to evaluate current performance and plan for, influence, and resource future operations. The authors of this report used a mixed set of methodologies for the analysis. They linked the effect CENTCOM wishes to achieve with its customer base to the five major roles assigned to ISR assets at CENTCOM. For each role, the authors identified CENTCOM-unique measures of effectiveness (MoEs) and measures of performance (MoPs) to evaluate the value and success of ISR support and requirements. They assessed the sufficiency of available data sources and identified new data required to complete the metrics, finding that MoPs must focus on outputs (quantitative) and MoEs on outcomes (qualitative) and that both sets of metrics must be defined in the context of their uses. Consideration of currently available data and databases uncovered issues with data heritage, curation, and volume that must be addressed to ensure that analytic outcomes using the data are reliable. Researchers provided an associated visualization tool to display the assessment results, which they determined to be the best way to allow analysts and other stakeholders to use the data to support decisionmaking.

Understanding government telework : an examination of research literature and practices from government agencies

Abstract

"Across the federal government, telework is the principal method for allowing employees to work outside agency facilities. This report provides an overview of the literature on telework, examines telework practices from across seven government agencies, and explains how government agencies benefit when employees engage in telework. In national security agencies, the benefits of working outside government facilities must be balanced with the need to protect classified and sensitive information. Among the federal programs examined, the authors found similarities across successful agency telework programs regarding compliance with federal and organizational policies, technological accommodations for employees, a measurable return on investment, the adaptation of performance management tools, and training. A clear understanding of the purposes of telework is essential to guiding the development of program goals, policies, and performance measures, as well as for the managers who will be responsible for developing and implementing new technology capabilities, security protocols, and training. This report can serve as a reference in understanding mechanisms that can be used to accommodate changing workforces that demand flexible work hours and the option to work from alternate locations."--Publisher's description.

Abstract

The U.S. government has developed hundreds of approaches to promote and protect critical technologies and their associated industrial base, and the sheer number and diversity of these programs, policies, and initiatives present a logistical challenge for the U.S. Department of Defense (DoD). Upon discovering a risk or vulnerability to a critical technology, DoD must be able to quickly and effectively determine relevant approaches that can mitigate the problem, and the approaches' related implementation considerations. To assist DoD in this approach selection, the authors of this report developed a selection framework that (1) identifies relevant approaches based on features of the technology and strategy, (2) provides details on approach implementation considerations, and (3) is instantiated by an interactive tool for use by government entities to inform approach decisionmaking. In this report, they describe the selection framework and provide supporting documentation for the associated tool.
