In this report, the authors examine trends in the overall coronavirus disease 2019 (COVID-19) infection rate for the U.S. state prison population and summarize the findings from the most recent and most comprehensive study undertaken to date of correctional systems' responses to COVID-19 published by the Bureau of Justice Statistics. The authors also present the results of their 2022 survey of state correctional education directors to understand what modifications were made to educational programs for incarcerated individuals, including leveraging of technology in response to COVID-19 and impacts on instructional delivery and quality, student access to programs, enrollment and certifications earned, and on budgets.

RAND Corporation researchers studied deputy subgroups within the Los Angeles County Sheriff's Department (LASD) to help LASD and the county learn more about how these subgroups are formed, why they exist, and what actions might be taken if it is determined that these subgroups have a significant impact on LASD's mission. The research team formulated questions for an anonymous survey, confidential interviews, and focus groups with a range of LASD personnel and community stakeholders. The team collected interview and focus group data from 141 community leaders and members; interview data from 57 individuals, including members of LASD and other county stakeholders; and responses from 1,608 LASD survey participants. Sixteen percent of LASD survey respondents acknowledged that they had been asked to join a subgroup, with one-quarter of those being invited in the last five years (the survey did not directly ask whether participants belonged to a subgroup). Personnel had a wide array of views on the structure, function, risks, and value of the subgroups, but many recognized that the potential risks outweighed any functional value or other purported benefits. This matter negatively impacts community trust, and community members wanted to see that LASD was taking the matter seriously. Deputies expressed mixed opinions as to what actions they felt the department should take. Thirty-seven percent of respondents agreed that subgroups should be prohibited. These results suggest that this subject is divisive within LASD and that efforts for such change could be met with some resistance.

The U.S. Constitution mandates that the federal government count all persons living in the United States every ten years. The census is critical to states because its results are used to reapportion seats in the U.S. House of Representatives; guide redistricting; and form the basis for allocating federal funds, such as those used for schools, health services, child care, highways, and emergency services. In response to long-standing concerns about the accuracy of census data and about a possible undercount, a group of researchers conducted the California Neighborhoods Count (CNC) - the first-ever independent, survey-based enumeration to directly evaluate the accuracy of the U.S. Census Bureau's population totals for a subset of California census blocks. This 2020 research was intended to produce parallel estimates of the 2020 Census population and housing unit totals at the census block level, employing the same items as the census and using enhanced data collection strategies and exploration of imputation methods. Although the CNC was intended to largely replicate census data collection processes, there were a few methodological differences: For example, much of the address canvassing for the 2020 Census was done in-office, whereas the CNC team undertook a complete in-person address-listing operation that included interviews with residents and door-to-door verification of each structure. In this report, the researchers detail their methodology and present the enumeration results. They compare the 2020 Census counts with the CNC estimates, describe limitations of their data collection effort, and offer considerations for future data collection.

To fulfill Congress's requirement for an economic and disaster-recovery plan for Puerto Rico following Hurricanes Irma and Maria, a team from the Homeland Security Operational Analysis Center conducted an analysis for the government of Puerto Rico and the Federal Emergency Management Agency (FEMA). The team assessed the hurricanes' effect on Puerto Rico's municipalities and the municipalities' ability to govern, deliver services, and recover from the damage they incurred. To address information gaps in Puerto Rico, the team surveyed officials from all 78 municipal governments, conducted 12 regional roundtables with municipal officials, collected and analyzed available municipal-level data, and consulted with subject-matter experts. The team's analysis shows that municipal governments faced the hurricanes while dealing with severe fiscal constraints caused by declining income — something that complicated response and recovery efforts. FEMA data revealed that the most–heavily affected municipalities were clustered in the southeast coast of the main island, where Maria made landfall, and the central mountainous region, where the rugged terrain exacerbated the hurricane's effects. The team created a framework to evaluate the rate at which different municipalities are recovering, which revealed that the most–heavily damaged municipalities are generally also the ones recovering most slowly. Finally, working with the government of Puerto Rico and FEMA, the team developed a set of courses of action (COAs) for recovery aimed at improving municipalities' capacity to govern and deliver key services. These COAs focus on improving municipal fiscal conditions, implementing regional approaches to service delivery and planning, rebuilding urban centers, increasing transparency, and enhancing municipal capacity.
