Ce premier numéro de Repères, "Vers un Accord de libre-échange en Asie de l'Est" par Shujiro Urata, mesure les progrès réalisés par les pays d'Asie de l'Est vers l'établissement d'une zone de libre échange (ZLE), et les conséquences non seulement pour la région, mais aussi pour les économies qui ne seraient pas membres de la ZLE, et même pour l'économie mondiale. En effet, une ZLE en Asie de l'Est affecterait tant la position des économies dynamiques de la région, dont la Chine, que le système commercial multilatéral dans son ensemble.
