Public Technology Procurement and Innovation studies public technology procurement as an instrument of innovation policy. In the past few years, public technology procurement has been a relatively neglected topic in the theoretical and research literature on the economics of innovation. Similarly, preoccupation with `supply-side' measures has led policy-makers to avoid making very extensive use of this important `demand-side' instrument. These trends have been especially pronounced in the European Union. There, as this book will argue, existing legislation governing public procurement presents obstacles to the use of public technology procurement as a means of stimulating and supporting technological innovation. Recently, however, there has been a gradual re-awakening of practical interest in such measures among policy-makers in the EU and elsewhere. For these and other related measures, this volume aims to contribute to a serious reconsideration of public technology procurement from the complementary standpoints of innovation theory and innovation policy.

The Netherlands is home to one million citizens with roots in former Dutch colonies, such as Indonesia, Suriname, and the Antilles. Due to this influx of non-Western immigrants, a nationwide debate over multiculturalism has been waged over the past decade. Postcolonial Netherlands addresses themes of multicultural integration, such as state-sponsored financial gestures towards first-generation immigrants, and their subsequent results. Taking on a controversial thesis, Gert Oostindie claims that children of immigrants feel diminishing ties to their international origins and that for newer Dutch generations, multiculturalism has less and less importance.

In anticipation of developments at the European level, the Austrian Federal Ministry of Transport, Innovation and Technology suggested in 2017 to hold an international conference for the measurement of mission-oriented R&I interventions within the framework of the Austrian Council Presidency. The Austrian Platform for Research and Technology Policy Evaluation (fteval) was commissioned with this task and organised the conference in November 2018 together with the Manchester Institute of Innovation Research and the Institut Francilien Recherche,Innovation et Société from Paris. The starting point for the conference was that, first and foremost, not only the European, but also national R&I policies are required to make a contribution to society and to document the corresponding effects, and second, that the new impact agenda has an impact on the whole policy cycle, including policy-making, policy implementation and policy evaluation. These conference proceedings collect 21 papers and 11 posters presentedand discussed during the conference.
