Abstract

The changes in intelligence, surveillance, and reconnaissance (ISR) and processing, exploitation, and dissemination (PED) capabilities over the past two decades have led to ever-increasing demand from warfighters. Commanders, planners, and operators across the U.S. Air Force (USAF) ISR enterprise face difficult decisions about how to best meet ISR needs at the strategic, operational, and tactical levels. Yet USAF currently lacks a consistent, quantitative, empirically grounded method of assessing the value that the service's airborne ISR provides — which is essential to good resourcing decisions. This report presents an approach to ISR assessments that seeks to articulate the costs and benefits of USAF airborne ISR in specific operational contexts. Though aspects of this may be applicable across different USAF ISR organizations, this work focused primarily on the Distributed Common Ground System and the operational theaters it does or could support. The assessment methodology is designed to be flexible enough to support ISR resourcing decisions at different echelons, yet consistent enough to foster feedback, standardize data collections, and make use of empirical analysis methodologies.

Abstract

"A key Arctic strategy and planning challenge for the Department of Homeland Security (DHS) and the U.S. Coast Guard (USCG) is how to enhance activities to prepare for operations before a crisis comes to pass. The USCG Arctic Strategy has been instrumental in developing some momentum for USCG and DHS planning in the region, but may require updating in light of continuing transformations in the Arctic region. Another important step in planning will involve the development of a new Arctic Capabilities Analysis Report (CAR), one type of planning document within the broader DHS Joint Requirements Integration Management System process. The research described in this report focuses on articulating potential Arctic capability gaps in 2017 and the 2030s. It was designed to provide information for a forthcoming USCG Arctic CAR. As such, it includes some aspects of a capability analysis, such as the identification of necessary, high-level capabilities; articulation of links between capabilities and missions; and documentation of potential capability gaps. Although previous reports and statements have articulated Arctic needs, challenges, gaps, and vulnerabilities, this new work provides a fresh look at potential gaps using a structured, traceable approach that considers a broad spectrum of contingencies that DHS might have to respond to in the Arctic."--Publisher's description.

Abstract

The eight recognized Arctic states—Canada, Denmark (via Greenland), Finland, Iceland, Norway, Russia, Sweden, and the United States—have long cooperated in the Arctic region, even when their respective interests, especially those between Russia and the United States, have clashed on other matters. They have done so because each state perceives that it benefits from the current state of cooperation, which occurs through a set of international, regional, and subregional governance mechanisms. But conditions in the Arctic are evolving—driven by such factors as climate change, economics, and geopolitics—and thus its governance mechanisms must also evolve in order to mitigate new risks before they potentially escalate into conflict. What are these risks? How should existing governance mechanisms evolve to mitigate those risks? In this report, researchers propose and implement an adaptive, four-stage approach to identify potential Arctic conflict catalysts; determine, confirm, and prioritize the catalysts that cannot be solved through existing Arctic governance mechanisms; and identify potential governance mechanisms that can evolve to mitigate identified risks. The researchers conclude that, to decrease the risk of unraveling cooperation by 2030, Arctic stakeholders should work toward resolving gaps in Arctic governance in three ways: improving currently limited dialogue and transparency on military issues, updating and providing new capabilities to implement existing governance agreements, and enabling more inclusivity in Arctic-relevant decisionmaking without challenging the sovereignty of Arctic states.

Abstract

The U.S. Air Force's electronic warfare integrated reprogramming (EWIR) enterprise examines intelligence on adversary threats that emit in the electromagnetic spectrum (EMS) (in particular, radars and jammers) and configures electronic warfare software and hardware to enable aircraft or other resources to react to and/or respond to adverse changes in the EMS environment. With the growing advancements in U.S. adversaries' electronic warfare assets that enable complex and diverse EMS capabilities, identifying, tracking, and responding to these threats requires much faster updates than the existing EWIR enterprise was designed for. The research team conducted four interrelated technology case studies that together comprise the fundamental elements necessary for creating a near-real-time, autonomous, inflight software reprogramming capability and, more specifically, artificial intelligence–enabled cognitive electronic warfare capabilities—the use of machine learning algorithms that enable platforms to learn, reprogram, adapt, and effectively counter threats in flight. The research team also highlighted important continuing roles for the existing EWIR enterprise even as the U.S. Air Force moves toward a cognitive future. Abstract

Natural resources influence every aspect of life in Puerto Rico. Natural resources and parks are important to public health and well-being and to the economy. They are so integrated into daily life that their criticality to the functioning of society is not always apparent. Puerto Rico's coastal resources, forests, and species are rich in biodiversity and international significance and generate economic value for tourism, agriculture, education, and the ocean economy. Ecosystem services, such as coastal protection from storms, air and water purification, stormwater control, and soil stabilization, provide substantial benefits to residents and visitors. The hurricanes stressed and destroyed significant areas on land and at sea, many of which were already strained from human interference and weak enforcement of environmental laws. The hurricanes' full effects will not be known for years. Parks experienced substantial damage, large amounts of debris were generated, and landfills and are nearing capacity. This report presents a socioecological system framework for recovery planning, information on observed damage, and 25 courses of action (COAs) for restoring coastal resources, forests, and species; controlling sedimentation and water quality; managing solid waste; renewing parks; and improving the economic opportunities such as alternative tourism. The COAs are grounded in known hurricane-caused damage to natural resources, landfills, and parks; informed by previous plans and natural resource management activities in Puerto Rico; and derived from accepted ecological and best management practices. These COAs focus on restoring sites that have high ecological and economic value and building networks of stakeholder and foundational capacity to create a more resilient Puerto Rico.

Abstract

The U.S. Coast Guard's motto is Semper Paratus — always ready. But for what? The service carries out 11 diverse statutory missions and must address both immediate needs and future contingencies, which makes this question difficult to answer. Future changes to the operating environment in the physical, economic, social, political, and technological domains promise additional stresses on service resources, in addition to changing the makeup of the service itself. One way to aid decisionmaking in the face of a deeply uncertain future is by more effectively leveraging the Coast Guard's Evergreen strategic foresight initiative. Analysts from the Homeland Security Operational Analysis Center adapted an approach to developing future scenarios and, in this report, present example components of Coast Guard global planning scenarios related to future service readiness. These posture the Coast Guard to better integrate slow-burning issues and problems that might emerge only down the road into nearer-term decisions that can help prepare the service for upcoming challenges. Without weighing the long view of changes in the operating environment alongside current or nearer-term demands, the Coast Guard will not be able to have full awareness of what blind spots might exist in current strategies and plans. Being ready for the spectrum of challenges the future might bring requires mindfulness of both the near and long terms and how change will affect the Coast Guard.

Abstract

Intelligence collections and demand have grown over the past two decades, and intelligence analysts are often performing routine tasks, leaving them unable to conduct larger strategic analyses that are needed to address future threats as outlined by the 2018 National Defense Strategy. The authors provide an in-depth analysis of technologies that could help the Air Force Distributed Common Ground System (AF DCGS) become more effective, efficient, adept at using human capital, and agile. A key point is that artificial intelligence (AI) and machine learning (ML) technologies alone do not solve these intelligence challenges; rather, if they are properly implemented and complemented by human analysts who have the right skills and training, the capabilities can allow the AF DCGS to evolve to better meet warfighter needs. This is the second volume in a series about how AI/ML technology can help the AF DCGS meet the challenges of a demanding intelligence environment and the complexity of future threats envisioned by the 2018 National Defense Strategy. The authors provide more in-depth discussion of project methodology; a primer on AI/ML technology; case studies of analytic challenges in previous operations; best practices for successfully deploying new technologies; and other topics of interest to specialists, stakeholders, and experts.

Antarctica at Risk: Geostrategic Manoeuvring and the Future of the Antarctic Treaty System

Abstract

The Antarctic is becoming a zone of contested governance. Leveraging open-source literature and a tabletop exercise (TTX), the authors examine the possible implications that geostrategic manoeuvring and competition in the Antarctic in the coming decades might have on the longevity and resilience of the Antarctic Treaty System (ATS), a governance regime that seems increasingly ill-fitted to modern strategic dynamics. The authors develop a portrait of the Antarctic as a potential point of geostrategic tension by conducting a review of the history of the ATS, highlighting existing challenges with governance, and setting the stage for possible friction points between nations. The authors explore the interested parties, the nature of their interests and their existing positions as reflected in their policies and activities. This analysis was used to design and develop a TTX that challenged, tested and stretched thinking and identified potential geostrategic friction points for the Antarctic. The authors provide empirically driven projections of future dynamics to expose uncertainty, expand understanding and provide a stronger basis for policy and decisionmaking for the region.

Abstract

Although a non-Arctic state, China has become a significant player in the Arctic region, engaging in economic, scientific, cultural, diplomatic, and military activities in and around various Arctic countries. This report assesses the potential implications of Chinese investments and activities in the Arctic for the regional rules-based order and for regional and transatlantic security. In this research, which was conducted as a collaborative effort between the RAND Corporation and the Swedish Defence Research Agency (Totalförsvarets Forskningsinstitut, or FOI), the authors evaluate China's strategy and diplomacy in the region and inventory existing activities in the North American Arctic (United States, Canada, and Greenland). The complementary FOI report, China's Economic Influence in the Arctic Region: The Nordic and Russian Cases, is available from FOI's website. Through such approaches as a scenario-based tabletop exercise, this study also takes a broader look beyond the Arctic region to better understand the types and characteristics of Chinese activities that have been problematic and potentially destabilizing in other parts of the world. The authors assess how some of these activities could also arise in the Arctic-a region whose physical, political, economic, and social characteristics set it apart, in many ways, from the rest of the world. They advance five recommendations that the U.S. government-particularly the U.S. Department of Defense-in collaboration with international partners and indigenous populations could take to maintain and reinforce current factors of Arctic resilience and mitigate undesirable Chinese involvement in the region.
