This volume of the Lecture Notes in Computer Science series contains all papers accepted for presentation at the 10th IFIP/IEEE International Workshop on Distributed Systems: Operations and Management (DSOM’99), which took place at the ETH Zürich in Switzerland and was hosted by the Computer Engineering and Networking Laboratory, TIK. DSOM’99 is the tenth workshop in a series of annual workshops, and Zürich is proud to host this 10th anniversary of the IEEE/IFIP workshop. DSOM’99 follows highly successful meetings, the most recent of which took place in Delaware, U.S.A. (DSOM'98), Sydney, Australia (DSOM'97), and L’Aquila, Italy (DSOM'96). DSOM workshops attempt to bring together researchers from the area of network and service management in both industry and academia to discuss recent advancements and to foster further growth in this ?eld. In contrast to the larger management symposia IM (In- grated Network Management) and NOMS (Network Operations and Management S- posium), DSOM workshops follow a single-track program, in order to stimulate interaction and active participation. The speci?c focus of DSOM’99 is “Active Technologies for Network and Service Management,” re?ecting the current developments in the ?eld of active and program- ble networks, and about half of the papers in this workshop fall within this category.

The International Conference on Autonomous Infrastructure, Management and Se- rity (AIMS 2010) was a single-track event integrating regular conference paper s- sions, tutorials, keynotes, and a PhD student workshop into a highly interactive event. The main goal of AIMS is to look beyond borders and to stimulate the exchange of ideas across different communities and among PhD students. AIMS 2010 collocated the International Summer School in Network and Service Management (ISSNSM 2010). This unique summer school offers hands-on learning experiences in network and service management topics, which requires attendees to work in practical on-site courses combined with preceding short tutorial-like teaching sessions. AIMS 2010––which took place during June 23–25, 2010, in Zürich, Switzerland and was hosted by the Communication Systems Group CSG, Department of Inform- ics IFI, of the University of Zürich UZH––followed the already established tradition of an unusually vivid and interactive conference series in terms of the fourth conf- ence, after successful instantiations in Oslo, Norway 2007, Bremen, Germany 2008, and Enschede, The Netherlands 2009. AIMS 2010 focused especially on autonomous management aspects of modern networks and their services. The set of mechanisms, peer-to-peer-based schemes, scalability aspects, and autonomous approaches are of major interest. In particular the design, monitoring, management, and protection of networked systems in an efficient, secure, and autonomic manner are key to comm- cially viable and successful networks and services.

This book constitutes the proceedings of the 21st International Conference on Passive and Active Measurement, PAM 2020, which was planned to be held in Eugene, Oregon, USA, in March 2020. Due to the Corona pandemic, the conference was organized as a virtual meeting. The 19 full papers presented in this volume were carefully reviewed and selected from 65 submissions. They were organized in topical sections named: active measurement; security; best practices and conformance; domain names; topology and routing; topology - alias resolution; and Web. .

Economic perspectives in network management have recently attracted a high level of attention. The Third Workshop on Economic Traffic Management (ETM 2010) was the continuation of two successful events that were held at the University of Zürich, Switzerland in 2008 and 2009. The main objective of ETM 2010 was to offer sci- tists, researchers, and operators the opportunity to present innovative research on ETM mechanisms, to discuss new related ideas and directions, and to strengthen the cooperation in the field of economics–technology interplay. Being co-located with the International Teletraffic Congress (ITC22), ETM 2010 brought together a new and fast-growing scientific community. The concept of ETM has emerged due to the fact that a multitude of different se- interested players are simultaneously active in the Internet. While such players may either compete or complement each other in the value chain for service providers, each of them has his own incentives and interests. To enable a win–win situation for all players involved (basically end users, Internet Service Providers (ISP), telec- munication operators, and service providers), new incentive-based approaches have been recently developed, tested, and even commercially deployed, which fall under the domain termed Economic Traffic Management (ETM). ETM mechanisms aim at improving efficiency within the network, e. g. , by reducing costs, while also impr- ing Quality-of-Experience (QoE) for end users or applications.
