This book presents a comparative study of the vision, ability and dynamism on the part of governments in selected Asian Pacific countries as they engage in the distribution of e-governance. Consequently, it creates a platform for mutual learning and offers a dispassionate evaluation of mega e-projects. It is an interdisciplinary study of information and communication technology within mainstream social science research and attempts to bridge the gap in empirical research between the nature of technology and the manner in which it is governed. The analysis shows that hegemonic and panoptic structures of surveillance and control may derail efforts to establish sustainable e-governance, while a liberal futuristic framework with open socio-technology networks on Big Data analytics, IPv6 and Cloud Computing may strengthen the trend towards democratizing institutions. Further, the book highlights the extraordinary energy being generated in the emerging new world through their use of the internet and suggests how governments could translate this into a new wealth of economic opportunities, social inclusion and equitable development, in addition to achieving the MDGs (Millenium Development Goals). Lastly, it emphasizes the importance of a visionary approach, which, wherever present, has been able to sustain e-governance by meaningfully linking the micro to the macro and heritage to the horizon. .

This handbook is a comprehensive source of information, analysis and directions in disaster studies. It goes beyond the oft-explored issues of management and science related to the topic and explores policies, governance, law and decision-making combined with the processes of implementation and enforcement, all the while integrating the latest science and technology updates related to the topic, such as artificial intelligence and early warning systems. It brings together studies which relate to sociology, politics and institutional economics, which work under the impact of resource availability, issues of leadership and international laws. Disasters are trans-boundary and disaster studies are trans-disciplinary. This book highlights the relationship between disasters and development through a socio-cultural study of human geography and governance institutions. It studies the cause, context and consequences of disasters in one of the most fragile Himalayan regions in India. The book establishes the fact that disaster management is built within the framework of good governance, without which it has no meaning. For lack of effective and responsive governance, development has lagged behind and even though the frequency of disasters has been increasing, little is being done to redesign developmental frameworks to prevent ensuing losses. Besides, the near absence of governmental support during recurrent disasters, communities have cumulatively become reservoirs of innovations to cope up with disasters. The resilience plans need not follow implanted models but may be cost effective only if they apply a bottom up approach. Just as the region is culturally diverse so are the challenges encountered by local communities in terms of generating resilience to every disaster. Despite more than a decade of the Disaster Management Act (DMA) of 2005, most of the states in this northeastern fringe of India continue to wait for its implementation beyond mere structures and offices. The book suggests that urgent action is required in accordance with the DMA 2005 towards inter-agency coordination, proactive participation of local governance, mobilization of Community based Organizations (CBOs) and curriculum based training in every academic and technical institution. Governments of these northeastern states of India should establish accountability of State Disaster Management Authorities and inspire them to participate proactively with communities for an effective resilience building in the region.

The book brings together implementation studies from the Asia Pacific countries in the context of the deadline of 2015 for achieving the Millennium Development Goals. The contributors to this volume are scholars belonging to the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG). NAPSIPAG is the only non-West governance research network presently located at Jawaharlal Nehru University, New Delhi after having shifted from its original location at INTAN (Government of Malaysia) at Kuala Lumpur in 2009. ‘Implementation’ is a less understood but a much debated area of governance research. It requires micro-level analysis of government agencies, service delivery departments and stakeholders on one hand and its national and global policy level connections on the other. The implementation studies relate to the new initiatives which governments across the region have undertaken to reach out to the MDG targets agreed upon in 2000. The focus of analysis is the policy framework, local capacities of both the government agencies and people in drawing partnerships with relevant expert groups. The book is especially important in the background of 15 voluminous Administrative Reforms Commission Reports accumulating dust in India and similar efforts lying unattended in many other countries of this region as well. Countries like Malaysia, which has focused upon ‘implementation strategies’ combined with timely evaluation and supervision of administrative agencies has almost achieved most of their committed MDGs. A special report of Malaysian efforts, initiates the debate of moving beyond the ‘best practice research’ in implementation arena. The central idea of this book is to demonstrate the role of communities in making governance effective and government responsive to the needs of people.

In the last two decades, coastal regions have relatively endured some of the fiercest oceanic and geophysical disasters than the earlier decades. Yet, disaster management governance fails to match the human, nonhuman and environmental calamity which is unfolding in its most frequent and unpredictable pattern. Between the Asian Tsunami of 2004 to the devastating Chennai and Kerala floods of 2018 the socio-industrial-livelihood impact alerts governments towards a greater and more serious compliance to laws for coastal conservation. The United Nations Office for Disaster Risk Reduction (UNDRR) in 2018 had shocking statistics to share as the deaths and damages related to only Tsunami disaster at the coasts to 251,770 and US$280 billions respectively in the last 20 years (1998-2017) as compared to 998 and US$ 2.7 billion in the previous 20 years (1978-1997). Coastal conservation is no more a question of casual governance but has become a need for survival. The region of South Asia which ranks much higher in its vulnerability, weak resilience and relatively undersupplied governance structures ought to take this responsibility on a priority. The spirit of Hyogu Declaration and the Sendai Framework for Action suggests preparedness and resilience building as key approach areas in coastal governance. The book is incomparable in its holistic and transdisciplinary social science based approach to disaster management which links conservation of marine flora and fauna, ecosystems and land management with decision making processes and coastal regulations. These grass root findings from the subcontinent are substantiated by a section on the most powerful court battle on the Kerala Floods as a guideline for readers to discerningly identify an ‘Act of God’ often used as a veil to hide lack of preparedness, apathy and political greed. This book becomes indispensable reading for anyone involved in research, administration or any level of decision making for the mitigation and prevention of disasters.
