The French Army has been developing and fielding networked warfare technology since the 1990s and now boasts both considerable experience using the technology in the field and a successful modernization program. As part of an effort to glean lessons learned from the French network-centric warfare (NCW) program for the U.S. Army, RAND researchers combed through a variety of primary and secondary French sources and interviewed several dozen French Army officers, think tank analysts, and government experts. The concept of NCW argues that, because of networks that share information, the power and lethality of a deployed force can be greater than the sum of its parts; information, moreover, would enable modern forces to forgo armor and mass. Interviews with French Army officers suggest that NCW is a French solution to a French problem stemming from French budgetary constraints - specifically, the need to build one middle-weight force that is deployable to Africa but that is still robust enough for higher-end threats. By contrast, the U.S. Army's modernization challenge starts with a different strategic premise - deterring China and Russia, as well as different assumptions about available logistical capabilities. The two militaries' requirements therefore do not necessarily overlap sufficiently for a solution appropriate for one to be appropriate for the other.

"Britain, France, and Germany had been cutting military budgets, until the Russian intervention in Ukraine revived the possibility of a land war against a peer adversary. This report, based on research conducted in 2016 and information valid at that time, assesses the current capacity of Britain, France, and Germany to generate armored units for a hypothetical deployment to the Baltics. Could they muster a full brigade each? How quickly could they do that, and for how long could they sustain the units? The author found that the three countries could muster and sustain a heavy brigade each, albeit at different rates; sustaining these forces would require significant strain. More specifically, Britain and France would be able to marshal and sustain at least one battalion-size combined arms battle group within a few weeks, with Germany perhaps taking longer. The French probably would arrive first, possibly within the first week. Surging more forces to get the deployments up to brigade strength would take more time: a few weeks in the French case and possibly more than a month in the British or German case. For all three armies, the effort would be a major endeavor that would leave the forces with little spare capacity for any other contingencies, and there are questions about the capabilities that those forces might have at their disposal or their aptitude for the kind of warfare that fighting the Russians might involve. For the French, the problem is that their army already is badly overstretched; for the British and Germans, the problem is the size of their deployable force, although both are now working to expand."--Publisher's description.

The French military currently is one of Western Europe's most capable, and it boasts a full range of capabilities that enable it to engage in the full spectrum of operations, including high-intensity conventional warfare against a peer adversary. In this report, RAND researchers examine the role that the French military might play as a coalition partner in a hypothetical high-intensity conventional conflict in Europe. Researchers drew on a wide range of publications in French and English, as well as on conversations with French defense experts to understand not just the French military's capabilities and capacity to wage war in general but also its ability to wage high-intensity conventional warfare in particular.

Tracing the evolution of the U.S. Army throughout American history, the authors of this four-volume series show that there is no such thing as a "traditional" U.S. military policy. Rather, the laws that authorize, empower, and govern the U.S. armed forces emerged from long-standing debates and a series of legislative compromises between 1903 and 1940. Volume I traces the history of U.S. military policy from the colonial era through the Spanish-American War. This period is critical for understanding the genesis of the basic structure of today's Army and the various factors that informed that structure. For a combination of strategic, cultural, economic, ideological, and political reasons, in the 18th and 19th centuries the United States did not establish a standing army large enough to handle a major conflict and instead relied on a variety of mechanisms for raising volunteer units and marshaling state militias to expand or augment the Army. The Spanish-American War (1898) was a major turning point: The difficulties the United States faced in raising and equipping a large-enough Army for the conflict prompted led to major reforms in the early 20th century.

This primer on subnational government in Afghanistan is meant to inform efforts to strengthen local government in recently cleared areas. Among the problems afflicting the Afghan state are the lack of effective service provision and representation, which together should constitute the base of the state's legitimacy. This paper identifies the various entities of local government and identifies opportunities for improvement. It is based on a review of the available academic and nongovernmental studies of subnational government in Afghanistan and interviews with civilian experts, including consultants attached to U.S. and allied government agencies. Opportunities to make the system more participatory and representative should be sought at lower levels to compensate for weak central institutions, and the court system must be strengthened where possible. Good intelligence about local politics must precede engagement. Governance metrics should gauge subjective perceptions of the legitimacy of the Afghan state, rather than objective outputs.

"The laws that govern the U.S. Army have changed little since 1940. These laws have become so familiar that many may assume they constitute a 'traditional' U.S. military policy, emanating from the Constitution's division of federal and state powers. Drawing on a RAND study of the history of the U.S. Army and the evolution of laws that authorize, empower, and govern it, the authors of this report show that the current set of foundational laws for the Army were not an inevitable interpretation of the 'raise and support armies' or 'militia' clauses of the Constitution. Rather, U.S. military policy has evolved over time through changes in statutory law. These laws emerged from long-standing debates over the role of civilian-soldiers, the necessity of a standing professional force (i.e., the Regular Army), the relationship between the Army and the potential sources of manpower for expansion, the balance of federal and state authorities, and the nation's security needs. A series of legislative compromises between 1903 and 1940 established a consensus that forms the foundation of current military policy. By highlighting the evolution of military policy, this history introduces new questions about the so-called 'traditional' nature of the Army that exists today and supplies a context for future efforts to rethink how the Army might continue to evolve to meet the nation's changing security needs." -- Back cover.
