Abstract

This book assesses potential developments of terrorism and ways to prevent it-the growing threats as new technologies become available - and how the same new technologies may help trap those with potential mal-intent. The drumbeat of terror resonates from everywhere; how can we stop it? What are the tripping points along the road and how can we avoid them? Increasingly more people have access to increasingly more information and increasingly more destructive technologies. In the meantime, increasingly advanced technologies help us create an increasingly safer and more harmonious world. Advantages and disadvantages are accelerating each other. While hybrid threats are intensifying, so are the opportunities to address them. But what are the compromises and how can we mitigate them? This book also looks at the unexpected and often random success and failure of policies to counter the evolving terror threat. The various aspects of the terrorism phenomena are presented in a unique way using scenario vignettes, which give the reader a realistic perception of the threat. The combination of positive and negative implications of emerging technologies is describing what might well be one of the most important dimensions of our common future.

Abstract

We do not automatically associate the practice of medicine with al-Qaeda or weapons of mass destruction, yet medical practitioners increasingly play their part in the war against terrorism. Called to risk their own lives in order to help others, they are always among those first responders who must overcome their natural instinct to get away, and instead, rush to the scene of any fresh terror attack to offer what aid they can to the victims. The successful medical response to terror threats requires regular training and accurate information. This book is one product of the NATO workshop 'Terror Medicine', held in Jerusalem in 2008. The twelve chapters were written by the subject matter experts who led this workshop and topics covered include: assessment of medical threats in various types of terrorist attack, the special medical threat of suicide bombings, the unique epidemiology of terrorist attacks, management of terror related mass casualty events (MCE), analysis of case studies and best practices as well as lessons learned and standard operating protocol (SOP) expertise. Reflecting multiple lifetimes' worth of experience and research and providing expert analysis to the professionals who must respond to the hazards, threats and injuries caused by terrorism, this book is an important addition to the resources of those who continue to fight global terrorism with their medical skills, as well as being of interest to all who support them in that fight.

Abstract

Water is one of the most essential elements for sustaining life. National, regional, and local authorities throughout the world are responsible to maintain necessary infrastructure and safeguard resources for an orderly uninterrupted supply of good quality, healthy, and safe, water for everyday needs of all the population. These needs, which are growing fast with economic growth, development, and rising prosperity include water for drinking as well as for sanitation, laundry, gardening, recreation, and other domestic uses. An adequate supply of water resources should be safeguarded also for all sectors of the economy and society including agriculture, industry, energy, tourism, ecosystem protection, and more. Drinking water is again becoming a global issue from many perspectives. There are still parts of the globe which lack the necessary water resources for their basic needs, whether in terms of quantity or quality, or both. Demographic growth in several world regions is likely to increase pressures for the development of water resources and further exploitation of existing ones. Changes in production and consumption patterns are expected to aggravate further the pressures on the quantity and quality of water resources across the world. Rising standards of living, intensive agriculture, and new industrial processes lead not only to increasing com- tition for water use and rising costs of water provision, but also to mounting risks.
