Though the provision of illicit goods and services is far from being a new phenomenon, today's global economic environment has allowed transnational organized crime an unprecedented capacity to challenge states. The integration scheme between Mexico, Canada and the United States represents the first time that a developing country has been linked to developed countries in a free-trade agreement. Given the differences in wage rates and relative prices between Mexico and its new partners a big change in the allocation of resources can be anticipated throughout the Mexican economy. This will create gains and losses as well as numerous political problems in managing the changes. These issues are the focus of the book.

The decline of authoritarianism in Latin America and Eastern Europe marked the end of a dark chapter in the history of these societies.
