En America Latina y el Caribe, gran cantidad de ninos pequenos no reciben nutricion, estimulos ni cuidados adecuados, aun habiendose demostrado que el desarrollo en la primera infancia afecta enormemente los resultados de la vida futura de una persona, incluidos los aspectos de salud, educacion y acceso a buenos trabajos. 'La promesa del desarrollo en la primera infancia en America Latina y el Caribe' presenta opciones para implementar intervenciones efectivas en la ninez temprana para garantizar que todos los pequenos de la region reciban oportunidades adecuadas para lograr su maximo potencial. El libro busca ayudar a cerrar las brechas que existen en el conocimiento sobre el desarrollo en la primera infancia y las politicas relacionadas en America Latina y el Caribe, mediante la revision de una seleccion de programas de DPI de la region y del resto del mundo and incluidos aquellos sobre educacion, salud y nutricion&, y extrayendo lecciones relacionadas con su diseno, implementacion e institucionalizacion.

It is unclear whether public sector teachers are under or overpaid relative to other occupations due to lack of knowledge about teachers' outside labor market options and other unobserved attributes related to compensation. We estimate causal labor market returns to novice public teachers in Colombia. Our approach takes advantage of a national, standardized, teacher-screening exam, scores on which determine eligibility for public teaching jobs. We use four nationwide administrative data sources in a regression discontinuity approach to show that applicants who marginally pass the teacher screening test have greater annual earnings during the first three years of tenure than applicants below the passing cutoff. The total earnings effect is a combination of higher daily wages and greater labor supply, part of which is in outside, predominantly non-teaching jobs for a substantial fraction of public teachers. For infra-marginal high-scoring applicants, we show that being a public teacher in Colombia is as attractive, if not more, as for those at the margin. On the whole, rather than a penalty, public teachers in Colombia across all ability levels earn a substantial labor market premium early in their careers.

En este libro se revisa el conocimiento basico existente sobre la administracion escolar descentralizada alrededor del mundo y se demuestra la importancia de una evaluacion rigurosa del impacto para formular propuestas de politicas. Varios paises en desarrollo estan introduciendo reformas de administracion escolar dirigidas a empoderar a los directores y maestros de las escuelas. Muchas de estas reformas refuerzan tambien la participacion de los padres. La administracion escolar descentralizada tiene el potencial para convertirse en un medio de muy bajo costo, para que el gasto publico en educacion sea mas eficiente, aumentando la responsabilidad en cada institucion. En esta publicacion se desarrolla un marco teorico de administracion escolar descentralizada y se revisa la experiencia de mas de 20 paises. Los autores ofrecen una breve descripcion de algunas reformas de ese tipo, junto con evidencia sobre su impacto en varios indicadores. En general, encuentran que la administracion escolar descentralizada tiene un efecto positivo sobre algunas variables "reduce las tasas de repeticion y de fracaso y mejora la asistencia", pero resultados mixtos en otras.
