Abstract

By bringing together leading experts on quality assurance in higher education from seven countries (from Europe, the USA and South Africa), this volume intends to go several steps further than most publications on quality assurance. First, it brings together views from micro to macro levels in the multi-actor space, showing how quality assurance impacts the higher education system throughout. Second, it links quality assurance solidly to issues of regulation, translation (rather than mechanical ‘implementation’) and transformation, instead of being only focused on quality assurance as a single policy instrument. Third, it uses this broad range of research insights to criticize current practices, explaining for instance why sometimes people have difficulty in tracing any concrete effects of all initiatives taken in this area. Finally, the book offers proposals for better focusing quality assurance in the future to address institutional challenges better. The general purpose of the book then is to give an engaged, academic reflection on how quality assurance is embedded in higher education and in a dynamic way to assess its impacts and potential improvements.

Issues in Higher Education Series Editor: Guy Neave, CIPES, Portugal This book analyses the range of potential measures national quality assurance agencies may have to employ to deal with the new issues caused by Cross Border Higher Education (CBHE). The expansion of CBHE raises quality problems, which are currently assessed differently depending on the countries concerned. This has been exacerbated by the growth of Massive Open Online Courses (MOOCs) which have developed very quickly and can be prone to rogue providers. This book considers the steps that have already been taken to ensure quality as well as those ahead. It is important that the swift growth of CBHE is not just seen as a means to increase the revenues of higher education institutions faced with decreasing public funding but also as a means to keep educational standards high. Maria João Rosa is Assistant Professor at the Department of Economics, Management and Industrial Engineering, University of Aveiro, Portugal. She is also a researcher at Centre for Research in Higher Education Policies (CIPES). Her main research topics are quality management and quality assessment in higher education institutions. She is member of CHER and of EAIR’s executive committee. Cláudia Sarrico is Associate Professor at ISEG Lisbon School of Economics and Management, Universidade de Lisboa, Portugal. She is also a researcher at Centre for Research in Higher Education Policies (CIPES). Her main research interests are performance measurement and management in higher education. She is a member of CHER Consortium of Higher Education Researchers and of EAIR The European Higher Education Society’s executive committee. Orlanda Tavares is a researcher both at the Agency for Assessment and Accreditation of Higher Education (A3ES), Portugal, and at The Centre for Research in Higher Education Policies (CIPES), Portugal. She completed her PhD in Educational Research at University of Porto, Portugal. Her main interest areas are policies in higher education and quality assurance/enhancement, students’ perceptions on higher education. Alberto Amaral is Professor at the University of Porto, Portugal and a researcher at Centre for Research in Higher Education Policies (CIPES), Portugal. He was the rector of Porto University from 1985 to 1998 and former chair of CHER. He is life-member of IAUP and member of the Board of IMHE/OECD. At present he is the chair of the administration council of the Portuguese Assessment and Accreditation Agency for Higher Education.

Abstract

In this book we aim to discuss and reflect on how HEIs are coping with the demands placed on them and how the various dimensions of change are intertwined. In particular, we aim to discuss the following questions: How do governance regimes steer higher education institutions? This part of the book focuses its attention on how higher education and research institutions operate under different governance regimes at international, regional and national levels, and how that context shapes governance and management arrangements at institutional level. How are institutions managing their quality and performance? This part deals with the systems institutions are developing to manage their quality and their wider performance to cope with the internal and external forces pressing them to constantly improve their levels of quality and wider performance in teaching, research and third mission. How are higher education professionals responding to the transformations? This part is devoted to investigate the ways academic and non-academic professionals working in higher education and research institutions respond to the transformations occurring in their organisations, and changes in practices and functions performed by those working in higher education. It also explores the implication of higher education transformations on students.
