Abstract

Like all new administrations, U.S. President Joseph Biden's administration will reassess and possibly change the size of the U.S. defense budget. Such a decision involves balancing trade-offs; a larger budget gives the country more funds to promote and defend its global interests, it but also reduces funds available for domestic programs, including those that might do more to boost economic growth. The economic trade-offs associated with defense spending have been underexamined compared with other aspects of the debate about U.S. grand strategy. Yet these trade-offs might be of greater public interest in coming years. In early 2021, as the United States remains in a recession amid the coronavirus disease 2019 pandemic, questions about how different budget choices affect economic performance might become more salient. Once the immediate crisis has passed, the country will have an even larger public debt than before and might also have to grapple with the question of what level of defense spending is sustainable in the long term. In this report — the first in a series on the security and economic trade-offs associated with competing visions for U.S. grand strategy — the authors examine the relationship between U.S. defense spending and economic growth. To do so, they consider what the effect on growth would be if the United States were to adopt any one of three policy changes: reallocate funds between defense spending and infrastructure investments, change its overall level of defense spending and apply the difference to public debt, or increase taxes to finance defense spending.

Abstract

The Biden administration has made strengthening U.S. alliances and partnerships a core element of its foreign policy. But some analysts and policymakers have raised concerns about the costs and risks associated with these security relationships, arguing that they cause the United States to adopt its partners' interests as its own, incentivize U.S. allies and partners to engage in reckless behaviors that make conflict more likely, and risk dragging the United States into conflict to protect its reputation for upholding commitments. Other strategists dismiss these concerns. They contend that the United States avoids entanglement by keeping its own interests in mind and restraining its allies and partners from engaging in risky behavior. In this report—the second in a series on the security and economic trade-offs associated with competing visions for U.S. grand strategy—RAND Corporation researchers assess the evidence for these competing claims by examining and synthesizing the existing empirical literature. They consider one aspect of the larger debate about the future of U.S. security relationships: whether they entangle the United States in wars contrary to its direct interests. This report summarizes the existing research on these questions for U.S. policymakers and offers researchers recommendations on where more research is needed to inform this debate.

Abstract

Scholars of grand strategy debate the merits of U.S. forward military presence and alliances. The authors of this report explore one element of this debate: the potential economic benefits of these security policies. The authors draw on the existing literature to identify possible pathways through which U.S. forward military presence and alliances could lead to economic benefits. In theory, these pathways include preventing conflicts that disrupt U.S. trade and investment, reducing fears of war that could inhibit peacetime exchange, and increasing U.S. bargaining leverage over security partners in economic negotiations. In practice, the United States has higher levels of bilateral trade with and investment in allied countries. Importantly, however, the existing literature has not evaluated whether this increase in bilateral trade and investment benefits the U.S. economy as a whole. The authors develop a new model that provides evidence that U.S. alliances increase bilateral trade in manufactured goods and that this has a modest but positive effect on U.S. economic welfare. Decisions about U.S. alliances and forward military presence should be based on a range of factors beyond these possible economic benefits. This report does not examine other pathways through which economic benefits may accrue or costs may arise - or effects on allies' and adversaries' behaviors - and therefore does not make recommendations as to whether or how the United States should change its security policies. Instead, the report describes potential economic benefits associated with U.S. military engagement, which should inform a broader assessment of the U.S. approach to the world.

Abstract

The United States is facing several national security challenges at the same time that the federal budget is under pressure because of public health and infrastructure crises. In response to these challenges, there has been growing public interest in rethinking the U.S. role in the world. Under one option, a realist grand strategy of restraint, the United States would adopt a more cooperative approach toward other powers, reduce the size of its military and forward military presence, and end or renegotiate some of its security commitments. To help U.S. policymakers and the public understand this option, the authors of this report explain how U.S. security policies toward key regions would change under a grand strategy of restraint, identify key unanswered questions, and propose next steps for developing the policy implications of this option. The authors find that regional policy under a grand strategy of restraint varies depending on the level of U.S. interests and the risk that a single powerful state could dominate the region. Because of China's significant military capabilities, advocates of restraint call for a greater U.S. military role in East Asia than in other regions. The authors recommend that advocates of a grand strategy of restraint should continue to develop their policy recommendations. In particular, they should identify what changes in great-power capabilities and behavior would imperil U.S. vital interests, maritime areas where the United States should retain superiority, priorities for peacetime military activities, and war scenarios that should guide U.S. Department of Defense planning.

Abstract

The deterrence of armed conflict has been studied intensively for decades, as have escalation dynamics along the path to such conflicts. The deterrence of forms of aggression below the level of armed conflict — such hostile measures as economic coercion, political subversion, and military intimidation — has received much less attention. In this report, the authors investigate how the United States might use its military posture in Europe (specifically, ground forces) as part of a strategy to deter these Russian malign activities. The authors identify how forward posture could deter hostile measures through signaling the United States' commitment to its allies and partners, providing irregular capabilities for those partners and allies threatened with political subversion, providing conventional capabilities to neutralize hostile powers' coercion attempts, and providing support for other instruments of U.S. power, such as sanctions. However, forward posture can also lead to an escalation in competitor activities, increasing their sense of threat, incentivizing partners to undertake aggression at levels below armed conflict, and incentivizing third parties to act in ways that increase the likelihood of confrontation. The authors propose ways to calibrate U.S. forward posture to minimize such risks while enhancing deterrence. An Executive Summary of this report is also available.

Abstract

Whenever and however Russia's invasion of Ukraine ultimately ends, the U.S.-Russia relationship is likely to remain hostile in its aftermath. Over the long term, however, the United States will have incentives to reduce the risks and costs of its relationship with Russia in order to focus on other challenges, such as China. Future U.S. policymakers might therefore wish to again consider a limited less-hardline approach toward Russia. Supporters of such approaches contend that limited less-hardline approaches can reduce an adversary's insecurity, moderate its behavior, and reduce the costs and risks associated with competition between the two countries. Critics are reluctant to make concessions to U.S. rivals and worry that softening the U.S. stance could embolden a rival to become more demanding and aggressive. The authors used four historical case studies of limited less-hardline approaches with strategic similarities to the U.S.-Russia relationship before the war in Ukraine to evaluate these competing claims. These cases were (1) negotiations between Britain and Russia over Central Asia from 1899 to 1914 (2) U.S.-Soviet negotiations on the post–World War II order from 1945 to 1946, (3) the U.S.-Soviet détente from 1969 to 1975, and (4) the U.S.-Russia reset from 2009–2013. The authors found that such approaches have led to durable but narrow gains without emboldening the rival to be more demanding or aggressive. These limited policies also have limited effects. They only reduce a rival's threat perceptions modestly and do not prevent future deterioration of the relationship over outstanding conflicts of interest.

Abstract

In strategic competition against competitors that can outspend the United States (either individually or collectively), it is important to understand not only the efficacy but also the efficiency of campaigning measures. Unfortunately, neither the efficacy nor efficiency of overseas military campaigning measures beneath the threshold of armed conflict is well understood. In this report, the authors seek to address this gap and provide the foundations of a strategic evaluation and decision-support tool to inform U.S. Department of Defense (DoD) campaign planning—more specifically, to assist in choosing overseas operations, activities, and investments in a logically linked and sequenced plan in support of specific strategy-aligned objectives. The authors break down campaigns into three sets of factors: overseas campaigning instruments (or inputs), campaigning outcomes, and contextual factors that are likely to influence the effectiveness of campaigning instruments. To uncover broad patterns among interactions between the United States and its competitors and allies and partners, the authors conducted statistical analyses on whether U.S. strategic objectives have been more or less likely to be achieved when the United States employs a given overseas campaigning tool. The authors then provide rough-order-of-magnitude (ROM) cost estimates for each overseas campaigning tool. The results suggest stark trade-offs between different U.S. strategic objectives and between the likelihood of realizing U.S. objectives and the need to operate within budget constraints. These trade-offs have important policy implications.

Understanding influence in the strategic competition with China

Abstract

Over the past two decades, China's role in the geopolitical landscape has grown, particularly as a result of the country's rising economic and military power. Thus, U.S. leaders now view China as a strategic competitor—one that seeks to upend the post–World War II liberal international order. One of China's strategies in that competition is to seek influence in countries around the world. In this report, the authors assess China's ability to use various mechanisms of influence to shape the policies and behavior of 20 countries, as well as the lessons that these examples offer for the United States' strategic competition with China. With this study, the authors aim to produce a transferable framework (comprising inputs, intervening factors, and outputs) and other tools of analysis that can provide reliable means of assessing bilateral influence relationships in other cases. Among the study's chief findings is that China's burgeoning economic power, above and beyond any other considerations, is the foundation for its influence. Furthermore, Beijing's ability to manipulate local political, economic, and social events to its benefit is an important factor in its influence efforts. If China's mammoth economic magnet is the gravitational center of its influence, its ability to reach into other countries and effectively manipulate perceptions and events is the predominant tool. Nevertheless, success in the competition for influence is as much about how the United States responds to current challenges as it is about anything China does or does not do.
