Estudo teórico, de natureza comparativo-contrastante, abordando a lógica do planejamento estratégico no setor social e da saúde à luz da teoria do agir comunicativo de Jürgen Habermas. Na verdade, trata-se de uma 'crítica da crítica', na medida em que são problematizados os enfoques metodológicos tomados, até o momento, como referencial teórico alternativo ao planejamento normativo. A partir da teoria da ação habermasiana, o autor consegue indicações importantes para uma (re)leitura da teoria organizacional, na perspectiva de uma abordagem comunicativa entre todos os atores envolvidos nas organizações de saúde.

On behalf of the Program Committee, it is a pleasure for us to introduce the proceedings of the 1st European Across Grids Conference. This event was held in Santiago de Compostela, Spain, February 13–14, 2003. The conference,organized by the University of Santiago (USC), the University of A Coruna (UDC) and the Super computing Center of Galicia (CESGA), was promoted by the European Cross Grid project and supported by the Grid Start Cluster. The idea of organizing this event was born within the Cross Grid community. Cross Grid is developing its middleware, tools and applications in collaboration with Data Grid and Grid Lab and is open to collaboration with other Grid projects. USC, UDC and CESGA enthusiastically supported the conference idea. We consider the Across Grids Conference to be an important contribution to the objectives of the Grid Start project. The aim of this 1st European Across Grids Conference was to forge annual forum in which researchers linked to European projects could present their research results in the field of Grid computing. This conference does not tend to replace the Global Grid Forum. However, we do find that research being conducted within European projects deserves a special meeting in which all researchers participating in the Grid development challenge can exchange ideas, experiences and, chiefly, results. We would like the effort of organizing this forum to find continuity in the following years in other European cities. Our first interest was to bring together as many European Grid projects as possible. We believe we have been successful in attaining this aim. Papers and posters from Data Grid, Cross Grid, Damien, Data TAG, Grid Way and Grid Lab were presented, as well as results of research funded by national Grid projects, including NORDUGRID and several Spanish Grid initiatives, such as Rede Grid.

Recorre-se a alguns autores contemporâneos, entre os quais Matus, Godet, Senge e Crémadez. Rivera e seus colaboradores exploram a particularidade institucional dos sistemas de saúde que se configuram como organizações profissionais e não respondem bem a mecanismos de formalização e controle dos processos de trabalho. Leitura indispensável aos que ensinam e praticam a gestão dos sistemas e serviços de saúde e a gerência organizacional.

In this master's thesis I study access to mental health care during the first two years of the COVID-19 pandemic in Chile, where the health system rapidly included remote care as a complement to face-to-face care. First, using monthly consultation data by municipality and age group, I estimate a large drop of 53% in consultations during the first month and a monthly recovery rate of 4% until December 2021. This rate is 50% higher for young women aged 10-18 years. Second, using a counterfactual analysis, I document a 1% absolute drop in consultations between July 2020 and December 2021. These figures increase substantially among 15–54-year-old, and fall sharply among children and the elderly, in some cases decreasing by 40%. Third, leveraging variation in confinement measures across municipalities, I document that 3 additional days of confinement generate a 0.1% increase in monthly consultations with a higher response within older and younger women. My results are robust to individual and time fixed effects.

Este libro reúne miradas etnográficas, históricas y arqueológicas en torno a las formas de cargar y descargar en el desierto de Atacama. Se carga y se descarga entre sistemas técnicos heterogéneos se descarga una llama para cargar un camión, se descarga un camión para cargar un bote -, de modo que estudiándolos se vuelve visible la diversidad de sistemas que intervienen y sus cadenas de relaciones. Esta operación plantea además el problema de los recipientes (vasijas, frascos, sacos, barriles) y códigos (volumen, precio, peso, viajes) que permiten traducir la materia de un sistema a otro y que sobrescriben formas locales de comprender, tratar y medir la naturaleza: la historia de la difusión del saco o del kilo en los Andes son problemas esenciales a una antropología de la naturaleza. En lo que respecta a la historia de la técnica, los puntos de carga y descarga hacen aparecer la realidad local de las máquinas: una máquina de vapor es universal, la misma en el desierto de Atacama que en Alemania, pero la manera como se la carga y descarga, en cambio, depende de su concretización en un espacio físico, social y cultural particular. Los sitios de carga y descarga son los puntos más políticos del sistema; ahí se instalan las aduanas, las pesas, los controles; también se roba o se engaña. Así, las operaciones de carga y descarga permiten comprender las trayectorias históricas, técnicas y sociales que integran el devenir de un territorio en territorio extractivo.
