This paper is one of a set of seven reviews of evidence, from the United Kingdom and overseas, on the causes of marital breakdown and the effectiveness of policies and services intended to reduce its incidence. This paper reviews evidence on the effects of changing attitudes to marriage on its stability. While most people value stable marriage, the progress of individualism, especially among women, has led to changes in what people want from marriage. The quality of the relationship between the partners has become more important. In consequence there is now more pressure to leave a relationship if its quality falls short of expectations. Cohabitation has grown in popularity, especially as a precursor of marriage, but seems to be associated with a weaker commitment to the relationship and a greater risk of it ending.

The final paper reviews evidence on the effects of government policy on marital behaviour in other countries and draws together the findings from the other six papers examining the possible ways in which social policy could affect the quality and stability of relationships.
