This monograph assesses the effectiveness of DoD's Readiness and Environmental Protection Initiative to help testing and training installations deal with encroachment from sprawl and other sources. The authors identify the main causes of encroachment; detail the benefits, both to the military and local communities, of buffering areas near installations with REPI projects; and provide recommendations for how to improve REPI's effectiveness.

"This report assesses existing water market mechanisms (such as water banking and auctions) and partnership opportunities that Army installations can potentially use to improve installation water programs and their investments in water and wastewater systems. Because such mechanisms and opportunities depend on water management practices and water rights, the report also provides an overview of these areas. In addition, the report provides examples from across the United States, along with detailed case studies of these issues within Colorado and Fort Carson and within Arizona and Fort Huachuca. Water management today faces some key challenges, including aging infrastructure, water quality concerns, depleting groundwater aquifers, uncertain water supplies, pressures of population growth, climate change effects on water availability, and continued public demands for low-cost water. The traditional way of solving water problems -- by increasing access to new surface water and groundwater supplies--is often no longer viable. Such water sources are mostly allocated, and in many cases over-allocated. Today, many water managers are focused on conservation, efficient management, and accessing alternative water sources (such as treated wastewater and stormwater runoff). Water markets and partnerships are also being used in select cases. Given such water management, partnership, and market trends, the report concludes with recommendations about how Army policies and activities can be adjusted to improve installations' water security, programs, and infrastructure investments"--Publisher's description.

"U.S. military installations have a long history of partnering with municipalities and other government organizations. The purpose of this study was to clarify the appropriate use and potential value of public-to-public partnerships (PuPs) to Department of Defense (DoD) installations, identify barriers to their cost-effective application, and recommend ways to overcome these barriers. The objectives also included providing an overview of existing installation PuPs, including their purposes and approaches, and lessons learned from their development and implementation. The authors found that installation partnerships exist in a wide range of functional areas, including infrastructure and management partnerships (e.g., water, energy, environment, transportation, operations and maintenance, safety and security, and emergency services partnerships) and partnerships involving services and support for military personnel, their families, retirees, and DoD civilians (e.g., partnerships for recreation, children's services, adult education, libraries, social services, and medical and health issues). Installation partnerships also aid military missions, such as helping with testing, training, and research and development. The authors also found that partnerships yield many kinds of benefits to both installations and communities: economic value; enhanced missions, installation operations, and support services; access to additional expertise and resources; energy and environmental advantages; enhanced ability to address regional issues; improved military-community relations; and support for community values. Partnerships require resources and time to develop, and not all partnerships will succeed. Recommendations to address the diverse barriers in developing installation partnerships include committing and investing suitable time and resources, assigning clear lines of responsibilities within the partnership, developing a well-written agreement, facilitating partnership champions, and maintaining routine communications at multiple levels. Army installations experience significant damage and mission impacts from natural hazard events. In this report, the authors assess Army installation vulnerabilities from natural hazards and installation resilience investment processes and recommend ways the Army can reduce associated costs and improve data analytics for resilience investments based on an analysis of insurance industry methods and historical Army installation damage from natural hazards.

The Defense Department, seeking methods to hold the line on environmental costs, can look to corporations in the private sector for novel approaches to environmental management. Corporations have learned that, if environmental issues are considered in the design stage, the payoffs over the life of the product or system can be large. The authors of this report concentrate on two corporations -- Volvo and Hewlett-Packard -- to identify the key factors that led to successful implementation of a design-for-environment program. The report shows, by drawing on the experience of Volvo, Hewlett-Packard, and other industry leaders, how DoD can incorporate pollution prevention into design activities of weapon systems without any loss of capability and with a potential for enormous savings.

The U.S. Coast Guard (USCG) carries out 11 different statutory missions and must address immediate requirements and future contingencies, both domestically and overseas. Various ongoing changes to, and new developments in, the physical, economic, social, political, and technological domains place additional stresses on service resources, as well as affect the composition of the service itself. Being ready for the spectrum of challenges that the future might bring requires leaders to be mindful of how change will affect USCG in both the near and long terms. Evergreen was established in 2003 to address this overarching goal of readiness, and it includes Project Evergreen, a scenario-based strategic foresight planning process. Evergreen activities seek to identify emerging challenges and future trends that may alter the volume and types of demand for USCG missions, as well as its ability to perform them. These activities are based on a number of plausible future scenarios in which USCG's current plans, policies, and capabilities are stress-tested, and participants must determine the trade-offs that USCG needs to make today to be able to fulfill future demands. Evergreen thereby also supports effective decisionmaking under conditions of uncertainty. Prior to Evergreen V, there was no deliberate effort to publicize or publish Evergreen products. Long-term institutional knowledge about Evergreen has been a historical challenge because active-duty personnel are typically reassigned every one to three years. This report documents Evergreen work and insights into the current and future needs of USCG that have emerged from the program to date.

Puerto Rico has a wealth of cultural, historical, and artistic resources that are integral to its cultural identity and sense of place, to tourism, to the arts industry, and to the economy. In September 2017, many of those resources were devastated in Hurricanes Irma and Maria. In this report, the authors present an overview of Puerto Rico's cultural resources and their importance, the findings from numerous rapid assessments of storm damage, and details for the recovery actions in Puerto Rico's economic and disaster recovery plan. Based on the rapid assessments, short- and long-term recovery planning was conducted in collaboration with Puerto Rico's cultural resources managers, federal agency personnel, and other stakeholders. The needs identified in the assessments led to eight recovery courses of action (COAs) for cultural, historic, and artistic resources. The COAs address immediate precursor actions necessary for recovery, short-term stabilization of assets, and medium- to long-term recovery needs along with increased resilience of cultural resources. The COAs also address economic recovery, including the role of cultural resources in the economy and the promotion of alternative tourism to drive economic development.
