This volume contains the proceedings of the Third International Conference on Network Control and Engineering for Quality of Service, Security and Mobility (Net-Con'2004), celebrated in Palma de Mallorca (Illes Balears, Spain) during November 2-5, 2004. This IFIP TC6 Conference was organized by the Universitat de les Illes Balears and sponsored by the following Working Groups: WG6.2 (Network and Internetwork Architectures), WG6.6 (Management of Networks and Distributed Systems), WG6.7 (Smart Networks) and WG6.8 (Mobile and Wireless Communications). The rapid evolution of the networking industry introduces new exciting challenges that need to be explored by the research community. The adoption of Internet as the global network infrastructure places the issue of quality of service among one of the hot topics nowadays: a huge diversity of applications with quite different service requirements must be supported over a basic core of protocols. Also, the open and uncontrolled nature of Internet enforces the need to guarantee secure transactions among users, thus placing security as another hot topic. Finally, the explosion of mobility and its integration as part of the global infrastructure are probably now the most challenging issues in the networking field.

Welcome to the proceedings of Networking 2005, the fourth conference in what is now an annual series. This was the ?rst time the conference was held outside Europe, and the University of Waterloo is proud to be the institutional host. Networking is the ?agship conference of Technical Committee 6, Com- nication Systems, of the International Federation for Information Processing (IFIP TC 6). The conference is sponsored by four of the eleven working groups in TC 6: Network and Internetwork Architectures (WG 6.2), Performance of Communication Systems (WG 6.3), Wireless Communications (WG 6.8), and Photonic Networking (WG 6.10). Previously unpublished technical papers were solicited and peer-reviewed in three tracks: Networking Technologies, Services and Protocols; Performance of ComputerandCommunicationNetworks;andMobileandWirelessCommuni- tion Systems. The ?nal program re?ected this organization as much as possible. In addition, four proposals for high-quality workshops were accepted, there were three keynote speeches and three panel sessions, and a program of tutorials was put in place. The Organizing Committee endeavored to complement the exciting technical program with an attractive social program. TheTechnicalProgramCommittee,leadbyRaoufBoutaba,accepted105full papersand36posterpapersfrom430submissions,originatingin26countrieson four continents. This placed a large load on the TPC and track chairs, the 199 membersoftheTPC,andmorethan600reviewerswhowroteover1800reviews.

International Federation for Information Processing The IFIP series publishes state-of-the-art results in the sciences and technologies of information and communication. The scope of the series includes: foundations of computer science; software theory and practice; education; computer applications in technology; communication systems; systems modeling and optimization; information systems; computers and society; computer systems technology; security and protection in information processing systems; artificial intelligence; and human-computer interaction. Proceedings and post-proceedings of refereed international conferences in computer science and interdisciplinary fields are featured. These results often precede journal publication and represent the most current research. The principal aim of the IFIP series is to encourage education and the dissemination and exchange of information about all aspects of computing. The need to evaluate computer and communication systems performance and dependability is continuously growing as a consequence of both the increasing complexity of systems and the user requirements in terms of timing behaviour. The 10th International Conference on Modelling Techniques and Tools for C- puter Performance Evaluation, held in Palma in September 1998, was organised with the aim of creating a forum in which both theoreticians and practitioners could interchange recent techniques, tools, and experiences in these areas. This meeting follows the predecessor conferences of this series: 1984 Paris 1988 Palma 1994 Wien 1985 Sophia Antipolis 1991 Torino 1995 Heidelberg 1987 Paris 1992 Edinburgh 1997 Saint Malo The tradition of this conference series continued this year where many high quality papers were submitted. The Programme Committee had a di cult task in selecting the best papers. Many ne papers could not be included in the program due to space constraints. All accepted papers are included in this volume. Also, a set of submissions describing performance modelling tools was transformed into tool presentations and demonstrations. A brief description of these tools is included in this volume. The following table gives the overall statistics for the submissions.
