Abstract

This paper analyses the economic viability of Hydrogen fuel sources. This is done by the development of a small model which is used to assess how three public policy tools can influence the fuel market. The primary areas of focus were 1) how to achieve a 150% increase in Hydrogen supply? 2) How to reduce emissions while minimising consumer losses? 3) To what extent is policy required to make Hydrogen fuel sources competitive? The results show that when applied separately the Carbon tax is by far the most effective single policy tool. Meanwhile, R&D subsidies are found to be the least effective single policy. However, it is concluded that numerous policy tools, along with innovation, are required to give Hydrogen fuel sources a chance of becoming viable.

Abstract

The first aim of this paper is to describe a method for the calculation of total welfare originating from different modes of transportation. A model is proposed to approach the parameters, producer surplus and consumer surplus using mathematical software. Next, car and train trips between low-density areas in Belgium and France are compared, and the situation where both stops of the studied corridors are not serviced anymore is simulated. We can conclude that the assumptions made for the model are quite important as well as the method used for the allocation of costs. They need to be considered when evaluating results. Dropping the service of the corridor might result in a welfare gain or loss depending on the loss of revenue and the gain of time, both depending on the number of passengers affected and the value of time of the rail operator. Producer surplus is the main factor to be considered for planning stops in low-density areas. If producer surplus is negative the government needs to step in in order to provide the service in those areas.
