The European integration aspirations of the country cannot be seen outside the current development context. Th e report examines the main obstacles and opportunities, placing them in a wider context of the political, economic and social transformations the country is going through. Like any social process, European integration cannot have a linear trajectory and is not a one-way street. Th e process must be seen as a multidimensional one. It does not bring benefits and advantages alone. In addition to the efforts of politicians or technocrats, it requires eff orts from the entire society - shifts in mindsets and attitudes by every Moldovan, and obviously an unparalleled communication within and cohesion of the society. I believe this should be the recipe for success. As such, the report does not only provide solutions and relevant policy recommendations for decision makers, but also is meant to offer a venue for discussions., I am certain it will generate fascinating and constructive debates at both national and local levels on the complexity of European integration and inclusive and sustainable human development. The purpose of this study is to analyze the investment phenomenon in the regions of the Republic of Moldova (let's specify that by the term "region" in this document we generally mean the districts, the municipalities, the autonomous territorial unit Gagauzia, as well as the development regions North, Center and South). In the first chapter of this study, an analysis of the evolution and current economic status of the regions of the Republic of Moldova is carried out. We also analyze the evolution of investments in these regions and, based on statistical data, we try to identify the key factors that attract or repel investments at the regional level. // The second chapter includes the rating of the investment performance of the regions of Moldova, a rating that the authors intend to update once every two years. The investment performance rating of the regions is based on the estimation of the current investment performance indicators, the investment dynamics in the period 2003-2008, the stability of investment flows in the same period, as well as the healthy diversification of investments in different sectors of the local economy. // Chapter three is focused on the analysis of the policy framework that influences the attraction and intensification of investments at the regional level. Although, development and modernization of the Republic of Moldova has constantly been on the agenda of the public authorities, civil society and the international community, there has been limited progress in initiating public debates on trends and policies affecting welfare in a long run perspective. The State of Country Report 2007 contains a series of analytical studies that offer some solutions to the problems specific to the process of policy making and policy planning in the Republic of Moldova. The main goal of this collective intellectual effort is to provide those that have the power to decide on key policy issues with an analytical instrument that would facilitate the process of understanding the main social and economic trends and evaluate the available alternatives at their disposal to achieve a specific goal. Because of the combination of a sectorial approach with a global view of the process and perspectives of Moldova's development, this report is unique in its genre. Moreover, the survey conducted within the framework of the report sheds light on citizens' pessimistic view on the current state of affairs. In order to overcome this socially sub-optimal equilibrium, the authors point out to a series of challenges and opportunities which should be taken into account by the current and future generations of policy makers.
