Abstract

The European Union is still emerging as a fully fledged foreign policy actor. The vagaries of this process are clearly visible, yet insufficiently explained in the EU policies towards the post-Soviet space. This book examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU's role in the post-soviet conflicts of Moldova, Abkhazia and South Ossetia in Georgia and Azerbaijan. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states and demonstrates that EU institutions use policies of 'stealth intervention' where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition. Exploring an array of questions related to the EU as a foreign policy actor, relations between the EU institutions and the foreign policy priorities of EU member states, the nature of the EU-Russia partnership, and the European neighbourhood policy, this book will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.

Abstract

Over the past year, war in Georgia, the Ukrainian gas crisis and the burning of the Moldovan parliament have all dominated the front pages of European newspapers. But behind the headlines the story is just as bleak: politics in the “neighbourhood” is a toxic mixture of authoritarianism and stalled democracy, ongoing secessionist tensions continue to stoke fears of violent conflict, and the economic crisis is wreaking havoc throughout the region. The implications for the EU are profound. Renewed hostilities or economic collapse could see an influx of immigrants into eastern Member States. Several banks in western Member States are exposed to the imploding economies in the east. But beyond these immediate dangers, there is an emerging contest between the EU and Russia over the political rules that are to govern the neighbourhood. Since the 2004 Orange revolution in Ukraine, Russia has been working tirelessly to draw the countries of the region into its sphere of influence while the EU has continued to pursue a technocratic strategy best described as “enlargement-lite” – offering the neighbourhood states the prospect of eventual political and economic alignment with the EU while dampening down any hopes of actual accession.

Abstract

The war in Syria has put Russia at the centre of Middle Eastern politics. Moscow's return to the region following a prolonged period of absence has enhanced its geopolitical status at a time it has emerged as a rival to the West. Yet, contrary to the media hype, Vladimir Putin is not set to become the new power-broker in this strategically important part of the world. Co-authored by a team of prominent scholars and analysts from the EU, US, Russia and the Middle East, this book explores Russia's role in the Middle East and North Africa, the diverse drivers shaping its policy, and the response from local players. Chapters map out the history of Russian involvement, before and after the collapse of the Soviet Union, the impact on key issues such as security and defence, regional conflicts, arms trade, and energy, as well as relations influential states and country clusters such as Iran, the Gulf, Turkey, Israel, Egypt, and the Maghreb. It also looks at how the Middle East impacts on Russia's relations with the West. The book offers a balanced assessment of Russian influence, highlighting both the political, diplomatic and commercial gains made thanks to Putin's decision in September 2015 to intervene militarily in Syria and the constraints preventing Moscow from replacing the United States as a regional hegemon.
