Abstract

Depuis le lancement du Spoutnik en 1957, l’attention des médias a été pratiquement monopolisée par des missions spatiales spectaculaires comme l’alunissage d’Apollo en 1969 ou, plus récemment, les étonnantes images de Mars transmises par Mars Pathfinder en 1997 puis par Spirit en 2004. Pourtant, les acteurs de la conquête spatiale ont aussi connu des revers, avec des événements dramatiques comme la tragédie de Columbia, des dépassements budgétaires vertigineux, des espoirs largement déçus et des réductions drastiques des financements publics destinés aux programmes spatiaux. Au fil des années, les progrès des technologies spatiales ont conduit au développement d’équipements militaires et civils de plus en plus sophistiqués. Quelles sont maintenant les perspectives du secteur spatial ? Quels sont les obstacles à la poursuite de son développement ? Quel est son avenir à plus long terme ? Quelles sont ses applications les plus prometteuses ? Pour répondre à ces questions, ce rapport examine un certain nombre de scénarios afin d’explorer les possibilités d’évolution des principales composantes du secteur spatial (le volet militaire, le volet civil et le volet commercial) sur les trois décennies à venir, compte tenu des évolutions d’ordre géopolitique, socio-économique, énergétique et environnemental, et technologique.

Abstract

Space applications are becoming an increasingly important part of everyday life. Weather forecasting, air traffic control, global communications and broadcasting, disaster management -- these and many other key activities would be almost unthinkable today without satellite technology. The space industry itself is relatively small compared to other manufacturing sectors, but its technological dynamism and strategic significance mean that it plays an ever more critical role in modern society. Paradoxically, it also figures among the sectors which are the least developed in terms of robust, internationally comparable statistics and data. This book attempts to rectify that situation by assembling information from a wide range of official and non-official sources. Together these paint a richly detailed picture of the space industry, its downstream services activities, and its wider economic and social impacts. Who are the main space-faring nations? How large are revenues and how much employment is there in the sector? How much R&D goes on, and where? What is the value of spin-offs from space spending? Answers to these and other questions are provided in this first-ever OECD statistical overview of the emerging space economy. Abstract

Since the launch of Sputnik in 1957, media attention has focused almost exclusively on spectacular space missions. However, space actors have also faced their fair share of setbacks: the Columbia tragedy, extravagant cost overruns and painful reductions in public support to space ventures.Over the years, advances in space technologies have led to the development of increasingly sophisticated military and civil space assets. Where is the space sector heading now? What are the obstacles to its further development? What are its future prospects? What are the applications that are likely to be successful in the future? To answer these questions, this report adopted a scenario-based approach to explore the future evolution of major components of the space sector (military space, civil space, commercial space) over the next thirty years.  It covers four major factors of change: geopolitical developments, socio-economic developments, energy and the environment, technology. The biological sciences are adding value to a host of products and services, producing what some have labelled the “bioeconomy” and offering the potential to make major socio-economic contributions in OECD countries.  Using quantitative analyses of data on development pipelines and R&D expenditures from private and public databases, this book estimates biotechnological developments to 2015. Moving to a broader institutional view, it also looks at the roles of R&D funding, human resources, intellectual property, and regulation in the bioeconomy, as well as at possible developments that could influence emerging business models to create scenarios to 2030. These scenarios are included to stimulate reflection on the interplay between policy choices and technological advances in shaping the bioeconomy. Finally, the book explores policy options to support the social, environmental and economic benefits of a bioeconomy.

Abstract

Les sciences biologiques apportent une valeur ajoutée à de très nombreux biens et services qui sont génériquement réunis sous le terme de « bioéconomie » et les progrès dans ce domaine peuvent aboutir à des avancées socioéconomiques majeures, dans les pays de l’OCDE.  En utilisant des analyses quantitatives des données concernant les innovations en cours et les dépenses de recherche et développement tirées des bases de données privées et publiques, elle estime les évolutions futures dans le domaine des biotechnologies d’ici 2015. Adoptant un point de vue institutionnel plus large, elle examine également les rôles joués par le financement de la recherche et du développement, les ressources humaines, la propriété intellectuelle et la réglementation de la bioéconomie, ainsi que les évolutions futures qui seraient susceptibles d’influer sur les nouveaux modèles économiques. Des scénarios fictifs à l’horizon 2030 sont pris en compte pour encourager les lecteurs à réfléchir sur l’interaction entre les choix de politique économique et les avancées technologiques dans la mise en place de la bioéconomie. Enfin, l’ouvrage étudie les différentes options de politique économique permettant de tirer parti des avantages sociaux, environnementaux et économiques de la bioéconomie.
