This report identifies differences between Roma and non-Roma in access to health and in health outcomes, through the collection of disaggregated data in households across Romania in 2013. Some of the differences which emerge are extreme - Roma live on average 16 years less, are more susceptible to serious medical conditions, and are less likely to have access to medical attention or be able to afford the costs of medicines when compared with the rest of Romania's population. The European Roma Rights Centre has undertaken this research to highlight a key problem in health initiatives for Roma across Europe - a lack of data. Through the lens of health inequality, the report highlights the need for all states to collect and publish disaggregated data in order to measure all inequalities between groups within the state and the effectiveness of any measures taken to address existing inequalities. There is a clear need for disaggregated data in order to demonstrate the scope of discrimination Roma face and to develop and implement targeted policy measures to address this situation.

The analytical report, which was prepared by the results of target complex scientific research program of the NAN in Ukraine "Humanitarian technologies as a factor of social transformation in Ukraine", deals with the analysis of theoretical and practical aspects of interethnic and interconfessional relations, challenges an risks in the sphere of interethnic and interconfessional interaction in Ukraine. A group of authors proposes the models and possible way of harmonization relations in the social and humanitarian sphere, in particular, through the understanding of the changes that are taking place, social consolidation, implementation of specific actions to respond to the challenges of our time.

This report is elaborated by European Roma Rights Center (ERRC). After attending ERRC training on field research in the area of "education for disadvantaged students", a team of 16 Roma researchers interviewed a Roma family whose children attend school for disadvantaged pupils in ten locations throughout Serbia. This team consisted of the following members in alphabetical order: Aleksandar Dinić, Aleksandar Makić, Aleksandar Demirović, Branislav Jovanović, Damir Alijević, Dalibor Nakić, Danica Jovanović, Goran Hasanović, Ina Karab, Jašar Ašimović, Jelica Nikolić, Jovan Nikolić Đuričković, Sladjana Teodorović and Slavica Rakić. Angelina Vučurević conducted field data collected by the researchers. Andrea Čolak prepared an analysis of the legal framework, which served as the basis for the relevant chapter. Marija Manić was responsible for collecting statistical data from the school. Tatjana Perić conducted additional interviews with experts and activists, and he also wrote several versions of this report, including Đorđe Jovanović, Stefan Miler (Stephan Müller), Adam Weiss (Adam Weiss), Merien Pauel (Marianne Powell) and Andrea Čolak . Dezierer Gergelj (Dezideriu Gergely) approved the final version of the report for publication.

This is an analysis of development problems in a former socialist country in South Eastern Europe. It is also a story about life in Stip a medium-sized town in Eastern Macedonia; the emergence of a new group of private entrepreneurs on the ruins of formerly socialist companies; and the policy responses to the emerging new economy by public institutions. The story explores the forces that have affected the people and economy of Stip in the past and the factors which are buffeting them today. Examining and investigating those forces and factors is crucial for anybody who wants to understand the current socio-economic situation of Macedonia. As Stip is traditionally the biggest center of clothing and textile production in Macedonia this study is important for understanding the overall situation in this sector. In this study we aim to explore what is the state of affairs of the textile and apparel industry. Is there a need for modernization and transformation to make it one of the economic driving forces of the country? Stip - due to its historical and regional importance for the textile production - shall be used as a case study for this sector.

The present compendium of selected best practices addresses the threat of fraud and corruption from multiple perspectives, with the underlying purpose of providing practitioners from Romania and Greece with a set of state of the art approaches for addressing the threat of fraud and corruption in the complex multi-layered national public procurement systems. This publication is based on ideas presented at the international seminar EU's Financial Interests under Threat: New Approaches in Assessing the Risks from Public Procurement and EU Funds Fraud, organised on 31 October – 1 November 2013 in Sofia, with the support of the European AntiFraud Office (OLAF).

The eleventh Corruption Assessment Report of the Center for the Study of Democracy is focused on the most potent form of corruption affecting Bulgaria: state capture. The report builds on years of CSD experience in the regular monitoring and assessing of the spread of administrative and political corruption. This is now complemented by an assessment of the mechanisms by which powerful lobbies capture government decision making to the benefit of shady business interests and the detriment of public good. The report finds that these two manifestations – administrative corruption and state capture – are closely linked because they represent different facets of the same phenomenon.

Corruption is one of the most pressing issues in Southeast Europe, because of its detrimental impact on the social and economic development, especially during times of economic crisis. At the same time the capacity of the civil society organizations to monitor this phenomenon, propose and implement policy change remains low. To address this issue, in November 2012, 17 civil society organizations from Southeast Europe formed a coalition aimed to contribute to a dynamic civil society in the region, capable of participating in public debate and influencing policy and decision-making process in the area of anti-corruption and good governance. The SELDI Strategy and Action Agenda for Good Governance and Anticorruption in Southeast Europe aims to serve as a blueprint for CSO coalition building, as well as a value statement, which can be used to attract new partners and to inform and motivate other stakeholders. In addition the Action Agenda puts a focus on improving the environment for civil activism and state-civil society dialogue at regional and national level, on which CSOs and other stakeholders will agree to act upon.

This is the second updated edition under the same title, published by the Center for the Study of Democracy of its Reports/ Analyses series to be distributed among participants in Regional Coordination Meeting of Subtable "Justice and Home Affairs" of Stability Pact Working Table III, held in Sofia on October 3rd, 2000. // This latest analytical report is the outcome of the efforts of non-government organizations and state institutions, and of independent experts and journalists as well within the framework of the Coalition 2000 process. Launched in 1997, Coalition 2000 strives to support the restriction and curbing of corrupt practices in Bulgarian society, including regular monitoring of public perceptions and attitudes towards corruption. // The illicit trafficking growth, as one of the most important sources of local "gray economy" throughout the 90ies, was caused by a number of international and internal factors, the most crucial of which being the weakening of the post-communist state and the spread of corruption practices among state officials. // The threat on society posed by the interlacing of the interests both of crossborder crime perpetrators and the associated corrupt public officials (customs officials being the most alarming example according to public opinion), became a serious public concern. This initiated the necessity to analyze the phenomenon and to identify adequate monitoring and counteraction measures, moreover this type of crime finds further confirmation in experts' estimate that a large portion of the local gray economy is related to smuggling of goods and the proceeds of the respective unlawful activities.

The reader is a new initiative in the Center for the Study of Democracy’s efforts to create conditions for more information and wider implementation of the best practices of corporate control. It is published in the framework of the Coalition 2000 anticorruption series, describing and promoting the mechanisms and practices to counteract the corruption. In a wider sense the reader is a continuation of the Corporate Governance Initiative which has prepared an Action Plan with recommendations for legislative and practical measures in the sphere of corporate control and a Corporate Governance Assessment Report which makes an attempt to do a quantity estimation based on a number of indicators.

The conference report with papers and articles about the informal economy in the accession countries is published in the framework of the project "The Informal Economy in the EU Accession Countries: Size, Scope, Trends and Challenges in the Process of EU Enlargement". It includes papers presented at an International informal economy conference, organized by the Center for the Study of Democracy on 29th and 30th of November, 2002 in Sofia. The first part presents the size, scope and methods for grey economy assessment in the transition and accession countries. The second part is dedicated to the consequences and development of the practical responses in the sphere of the institutional reform and the policy for counteracting the informal economy. The relationship between the informal economy and the organized crime is analyzed as well.
