This book focuses on local state-society relations, understood as institutionalised relations between local municipalities across Europe and individual, collective or corporate societal actors. It presents a typology of local state-society relations, and applies this to characterise the most relevant institutionalised relations between local government and societal actors at the municipal level in 22 European countries. The comparative volume will clarify whether or not patterns can be detected in the makeup of different types of networks; whether or not these patterns are country-specific or policy-specific; and why cases exist which are so distinct that they are not subsumable under a certain pattern. Taken together, this book will go beyond national typologies to emphasise the role of agency and innovation in particular policy sectors, providing a major contribution in the study of the local governance of Europe. It will appeal to scholars and students of local governance, public administration, urban planning and European studies. Björn Egner is Adjunct Professor at the Institute of Political Science, Technische Universität Darmstadt, Germany. His research interests include local politics, housing policy and fiscal policy. Hubert Heinelt is Professor of Public Administration, Public Policy and Urban Research at the Technische Universität Darmstadt, Germany. Between 2010 and 2013 he was President of the European Urban Research Association. Jakub Lysek is Assistant Professor in the Department of Political Science at Palacký University Olomouc, Czech Republic. His research interests include local politics and electoral behaviour. Patrícia Silva is Assistant Professor in the Department of Social, Political and Territorial Sciences at the University of Aveiro, Portugal. Her research interests include political parties, public administration, and local governance. Filipe Teles is Pro-Rector for Regional Development and Urban Policies at the University of Aveiro, Portugal. His research interests include governance, local administration, territorial reform and political leadership.

This book considers local autonomy, measured as a multidimensional concept, from a cross-country comparative perspective, and examines how variations can be explained and what their consequences are. It fills a gap in the literature by providing a comprehensive study of the different components of local autonomy across a large number of countries, over time. It offers a theoretically saturated concept to measure local autonomy and applies it to 39 countries, including all 28 EU member states together with Albania, Georgia, Iceland, Liechtenstein, Macedonia, Moldova, Norway, Serbia, Switzerland Turkey and Ukraine, over a period of 25 years (1990-2014). Harald Baldersheim is Professor Emeritus in the Department of Political Science, University of Oslo, Norway. Les questions les plus complexes auxquelles sont aujourd’hui confrontés les gouvernements locaux concernent les aires métropolitaines. Comment gérer en effet les mouvements continus d’étalement urbain ? Quelles solutions apporter à la dissociation croissante s’opérant au fil des ans entre les espaces de vie des individus et leurs espaces politico-institutionnels ? Face aux nouveaux enjeux - développement économique, ségrégation sociospatiale, protection de l’environnement… - qui justifient plus encore qu’auparavant des comportements et pratiques de coopération, la démocratie territoriale se trouve paradoxalement soumise à un processus global de fragmentation qui fragilise substantiellement la légitimité de son action. Les sciences sociales et en particulier la science politique se devaient donc d’étudier les effets profonds et multiples de ce décalage grandissant sur le fonctionnement de la démocratie territoriale. Le GRALE (Groupement de recherches sur l’administration locale en Europe) et le Laboratoire européen associé du CNRS CODE (Comparer les démocraties en Europe) ont ainsi décidé de relever ce défi scientifique en soutenant, entre 2003 et 2006, un programme de recherche comparative internationale, l’Observatoire international des métropoles (OIM). Issu de ce programme, l’ouvrage présente une série d’analyses approfondies, nationales et comparatives, des principaux enjeux socio-politiques de la métropolisation dans différents pays occidentaux.
