Le Règlement 655/2014 a établi une Ordonnance européenne de saisie conservatoire (OESC) des comptes bancaires permettant aux juges des Etats membres d’ordonner la saisie de comptes bancaires situés dans d’autres Etats membres et, le cas échéant, de rechercher des informations permettant d’identifier l’existence de comptes bancaires dans d’autres Etats. (saisie conservatoire, saisie-arrêt) Le livre se concentre plus particulièrement sur l’application du Règlement en France, en Belgique et au Luxembourg, dont les droits des mesures conservatoires sont différents, et qui ont choisi d’offrir des procédures de recherche des informations très différentes.

La mobilité croissante des couples et des familles et l’internationalisation des patrimoines sont des phénomènes auxquels les praticiens du droit patrimonial de la famille sont de plus en plus souvent confrontés. Le législateur européen a adopté en 2016 deux règlements : le premier vise les régimes matrimoniaux de couples mariés, le second les relations patrimoniales entre partenaires.
