This book examines the interplay and tensions between hegemonic and counter-hegemonic language policy and processes in Tigray, a regional state of Ethiopia, in the period of pre- and post-1991. Viewing language use and language policy as dynamic social and ideological processes, the book presents Ethiopia as an example of language policy creation and implementation over time, in a highly volatile political context. The case of Ethiopia is unique in that different language policies and practices were put in place as the country's leaders changed through political takeovers. Declared language policies were not always implemented, and those implemented were often protested. The book starts with an overview and review of language policy and planning, followed by a chapter on the history of such planning in Ethiopia. It then presents the methodology used for the study, and examines the appropriation of hegemonic LPP, patterns of resistance, schools and public sites as centers of resistance, and the emergence and development of specific patterns of language use in different regions of the country. The book ends with recommendations for future research, and draws the overall conclusion that since LPP is a dynamic and multilayered contextual process, official or de facto language policy is often undermined by overt or covert unofficial language policies, ideologies, mechanisms, and agents that result in different patterns of language use.

Solar lanterns are a relatively inexpensive renewable-energy option for household lighting in developing countries. However, the transition to these lighting sources is slow. To understand why, this study uses the Becker-Degroot-Marschak bidding mechanism in a randomized field experiment to investigate the effect of information provision and subsidy policy instruments on the uptake of solar lanterns. Subjects' willingness to pay tends to be low enough that most of them would purchase the solar lantern only if it is subsidized. Households with access to grid electricity have a lower willingness to pay and are less likely to adopt, while those using kerosene as a source of lighting are more likely to adopt. Access to credit also increases willingness to pay. Information treatments have limited impact: provision of different types of information about the private and public benefits of solar lantern use increases adoption only when it is combined with a high level of subsidies. Given the relatively low cost of solar lanterns, the results suggest that achieving universal electricity access under the United Nations' Sustainable Development Goals by any means will require subsidizing access.

This paper provides field experiment-based evidence on the potential additional forest carbon sequestration that cleaner and more fuel-efficient cookstoves might generate. The paper focuses on the Mirt (meaning "best") cookstove, which is used to bake injera, the staple food in Ethiopia. The analysis finds that the technology generates per-meal fuel savings of 22 to 31 percent compared with a traditional three-stone stove with little or no increase in cooking time. Because approximately 88 percent of harvests from Ethiopian forests are unsustainable, these findings suggest that the Mirt stove, and potentially improved cookstoves more generally, can contribute to reduced forest degradation. These savings may be creditable under the United Nations Collaborative Program on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries. Because of the highly specific nature of the Mirt stove and the lack of refrigeration in rural Ethiopia, rebound effects are unlikely, but this analysis was unable completely to rule out such leakage. The conclusions are therefore indicative, pending evidence on the frequency of Mirt stove use in the field. The effects of six randomized behavioral treatments on fuelwood and cooking time outcomes were also evaluated, but limited effects were found.

This paper uses a randomized experimental design and real-time electronic stove use monitors to evaluate the frequency with which villagers use improved biomass-burning Mirt injera cookstoves in rural Ethiopia. Understanding whether, how much, and why improved cookstoves are used is important, because use of the improved stove is a critical determinant of indoor air pollution reductions, and reduced greenhouse gas emissions due to lower fuelwood consumption. Confirming use is, for example, a critical aspect of crediting improved cookstoves' climate change benefits under the United Nations Reducing Emissions from Deforestation and Forest Degradation Programme. The paper finds that Ethiopian households in the study area do use the Mirt stove on a regular basis, taking into account regional differences in cooking patterns. In general, stove users also use their Mirt stoves more frequently over time. Giving the Mirt stove away for free and supporting community-level user networks are estimated to lead to more use. The study found no evidence, however, that stove recipients use the stoves more if they have to pay for them, a hypothesis that frequently arises in policy arenas and has also been examined in the literature.

This paper uses a randomized experimental design with real-time electronic stove temperature measurements and controlled cooking tests to estimate the fuelwood and carbon dioxide savings from an improved cookstove program in the process of being implemented in rural Ethiopia. Knowing more about how households interact with improved cookstoves is important, because cooking uses a majority of the fuelwood in the country and therefore is an important determinant of greenhouse gas emissions and indoor air pollution. Creating local networks among stove users generally appears to increase fuelwood savings, and among monetary treatments the most robust positive effects come from free distribution. The paper estimates that on average one improved stove saves approximately 634 kilograms of fuelwood per year or about 0.94 tons of carbon dioxide equivalent per year, which is about half of previous estimates. Using the May 2015 California auction price of USD 13.39/ton, the carbon sequestration from each stove deployed is worth about USD 12.59. Such carbon market offset revenues would be sufficient to cover the cost of the stove within one year.

Risk-aversion has generally been found to decrease in income. This may lead one to expect that poor countries will be more risk-averse than rich countries. Recent comparative findings with students, however, suggest the opposite, giving rise to a risk-income paradox. This paper tests this paradox by measuring the risk preferences of more than 500 household heads spread over the highlands of Ethiopia and finds high degrees of risk tolerance. The paper also finds risk tolerance to increase in income proxies, thus completing the paradox. Using exogenous proxies, the paper concludes that part of the causality must run from income to risk tolerance. The findings suggest that risk preferences cannot be blamed for the failure to adopt new technologies. Alternative explanations are discussed.
