This book analyses Germany’s role in the euro crisis. Based on the perception of Berlin as the emerging capital of the European Union, the author investigates three interrelated issues: Did the German policy approach of imposing austerity programs on countries in the middle of a deep recession contribute to the successful management of the euro crisis? Does Germany extend its sway over its European partners by forcing them to surrender to the German diktat of fiscal Disziplin and economic efficiency? Is the stubborn insistence on rigid fiscal adjustment another ominous sign of the Berlin Republic moving away from the country’s traditional European vocation toward an imperial leadership role? The book’s main argument is that Germany’s role in and responses to the euro crisis can best be explained by different concepts of self, historical memory, and institutional practices.

L'identité politique et culturelle de l'Allemagne contemporaine reste mal connue en France. Ce livre s'attache à étudier les rapports complexes que les Allemands entretiennent aujourd'hui au(x) passé(s), qu'il s'agisse de la Deuxième Guerre mondiale, de la Shoah ou de la RDA. Il revient aussi sur leur approche de la nation, abordée notamment sous l'angle des lieux de mémoire littéraires, de la perception des étrangers et de la capitale berlinoise. Autre éclairage, l'attitude des Allemands face aux traditions et à l'évolution des mœurs dans une société ouverte et mondialisée. Enfin, une large place est accordée à l'identité allemande, telle qu'elle se décline sur la scène internationale, et en particulier à la quête de normalité de la politique étrangère allemande.

Le 9 novembre 1989 tombe le Mur de Berlin. En Europe et ailleurs circulent de nombreuses hypothèses sur le devenir de l’Allemagne à court et moyen terme – des « paysages florissants » promis aux Allemands de l’Est par le Chancelier Kohl, à la crainte d’une domination économique allemande accrue sur l’Europe, en passant par des inquiétudes concernant la pérennité de l’engagement européen et atlantique de la République fédérale. Vingt ans après, où en est l’Allemagne ? Quels ont été les changements les plus significatifs ? Quels sont les éléments de continuité, d’inflexion, de rupture ? Le processus d’unification et l’intégration des nouveaux Länder ont entraîné des changements structurels. Mais d’autres facteurs, internes et externes, ont joué un rôle déterminant dans l’évolution du pays : l’intégration européenne, le bouleversement du contexte international, les mutations de la société allemande elle-même. À l’Est comme à l’Ouest, l’Allemagne est profondément transformée. Dans le champ économique et social, l’unification a pesé lourd, mais la mondialisation et les régulations européennes ont eu elles aussi un impact considérable. L’ensemble de ces facteurs influe également sur le fonctionnement de la vie politique et du fédéralisme allemands. Pour les relations internationales enfin, la place et la politique de la RFA sont liées à son nouveau statut, mais elles sont aussi conditionnées par la profonde mutation des équilibres et des enjeux internationaux ces vingt dernières années.
