Abstract

'Will you write in my album?' Many Romantic poets were asked this question by women who collected contributions in their manuscript books. Those who obliged included Byron, Scott, Wordsworth, and Lamb, but also Felicia Hemans, Amelia Opie, and Sara Coleridge. Album Verses and Romantic Literary Culture presents the first critical and cultural history of this forgotten phenomenon. It asks a series of questions. Where did 1820s 'albo-mania' come from, and why was it satirized as a women's 'mania'? What was the relation between visitors' books associated with great institutions and country houses, personal albums belonging to individuals, and the poetry written in both? What caused albums' re-gendering from earlier friendship books kept by male students and gentlemen on the Grand Tour to a 'feminized' practice identified mainly with young women? When albums were central to women's culture, why were so many published album poems by men? How did amateur and professional poets engage differently with albums? What does album culture's privileging of 'original poetry' have to say about attitudes towards creativity and poetic practice in the age of print? This volume recovers a distinctive subgenre of occasional poetry composed to be read in manuscript, with its own characteristic formal features, conventions, themes, and cultural significance. Unique albums examined include that kept at the Grande Chartreuse, those owned by Regency socialite Lady Sarah Jersey, and those kept by Lake poets' daughters. As Album Verses and Romantic Literary Culture shows, album poetry reflects changing attitudes to identity, gender, class, politics, poetry, family dynamics, and social relations in the Romantic period.

Abstract

Rising costs of living are a top concern across the country. This is particularly important for organizations that seek to support vulnerable populations. This report explores what constitutes a living wage in Los Angeles County and the barriers preventing workers in the homeless response sector from receiving such a wage. The authors examined what a living wage is in Los Angeles County using fair market rents for various unit sizes and several family configurations. They then collected data on wages listed in job postings within Los Angeles County for frontline and management occupations in the homeless response sector to assess earning potential. They find that workers at nonprofit organizations, particularly frontline staff, often do not earn a living wage, which contributes to the financial, emotional, and health burdens that these workers face. This is likely to affect employee productivity and retention as well as the quality and continuity of client care.

Abstract

Research shows that mental health challenges are a common and growing problem in the United States. The Los Angeles County Department of Mental Health (LACDMH) has used social marketing campaigns to promote mental health awareness and resources. LACDMH continued this work in 2023 with two campaigns: Take Action for Mental Health Los Angeles County and Do Worthwhile Work. Take Action for Mental Health involved community events and advertising of community and mental health resources. Do Worthwhile Work was a workforce recruitment campaign that encouraged applicants from diverse communities to apply to work at LACDMH. RAND researchers conducted surveys to evaluate the campaigns' reach and impact in two age groups, youth (ages 14 to 25) and adults (26 and older), using a countywide survey. An additional survey was fielded at Take Action for Mental Health events to assess attendees' immediate responses to these events. Take Action for Mental Health reached one in four county youth and one in five county adults. The campaign events and social marketing efforts were well received and met the campaign goals of promoting mental health resources and community connections and reducing stigmatizing attitudes about mental health. Do Worthwhile Work reached one in five county youth and nearly one in ten county adults. The campaign was well received and appeared to meet its workforce recruitment aims. About one-half of the representative sample of county residents said they would consider applying to LACDMH. Recommendations for future campaigns are provided.

Psychiatric and Substance Use Disorder Bed Capacity, Need, and Shortage Estimates in Santa Clara County, California

Abstract

Psychiatric and substance use disorder (SUD) treatment beds provide essential support for treating individuals with behavioral health disorders. Although there is a general lack of supply to meet demand for psychiatric and SUD treatment beds, the extent of these gaps at local and state levels is opaque, thus warranting the need for additional analyses at local levels. Therefore, the County of Santa Clara, which has declared a public health crisis for residents with mental illness and SUDs, was interested in understanding gaps between psychiatric and SUD treatment bed capacity and needs at different types of facilities and levels of care. In this report, the authors estimate psychiatric bed and residential SUD treatment capacity, need, and shortages for adults and children and adolescents at various levels of care. Drawing from various datasets, literature review findings, and facility survey responses, the authors then estimate the number of beds required — at each level of care — to meet demand for adult and for child and adolescent treatment beds, while identifying hard-to-place populations. The authors use these estimates to inform their recommendations to help the County of Santa Clara ensure that all its residents, especially those who are enrolled in Medi-Cal or are uninsured, have access to the behavioral health care that they need.

Intellectual, Developmental, and Physical Disabilities in U.S. Legal Settings: A Scoping Review

Abstract

There is evidence that a significant proportion of individuals who come into contact with the legal system have a disability. In turn, individuals with disabilities may encounter a variety of issues once they are involved in the legal system. Research has the potential to play a critical role in better understanding the prevalence of disabilities in the legal system, the challenges that people with disabilities face when navigating the system, whether there are certain groups that are particularly vulnerable due to intersectional identities (e.g., race, ethnicity, gender), and the policies and programs that might effectively meet the needs of people with disabilities. This report presents the findings of a scoping review assessing the current state of literature related to individuals with physical, intellectual, and developmental disabilities who interact with the legal system, with the goal of developing priorities for future research related to these populations. It can be read as a stand-alone report but can also be used in conjunction with two related publications, which (1) document findings from qualitative interviews with representatives from relevant professions and communities and (2) outline recommendations for future research focused on this population.
