Abstract

The 2018 National Defense Strategy directed the U.S. Department of Defense to rethink how it prepares and leverages its personnel to confront emerging global security challenges, particularly with regard to education and strategic decisionmaking. To help understand whether military leadership might need to change to better serve national security objectives, the authors of this report analyzed how the military services' approaches to personnel management might influence the ways in which general and flag officers (G/FOs) in each service lead, manage, and advise. Specifically, the authors analyzed what professional experiences and other characteristics the G/FOs in each service tend to share as a result of each service's approaches to personnel management and other related factors, such as service culture. The authors then used the findings to examine how these characteristics and experiences might influence G/FO approaches to institutional leadership and management, and the type of strategic-level advice G/FOs in each service might provide to civilian decisionmakers. The authors identified both common characteristics that are shared by G/FOs in the Army, Navy, Air Force, and Marine Corps, and characteristics that differ by service. The findings can help civilian and uniformed decisionmakers understand more deeply how the services produce G/FOs; how the services select—consciously or not—for professional experiences and other characteristics; and how these experiences and characteristics might influence the advice and leadership that G/FOs provide.

Abstract

"Security cooperation (SC) events should forge strong relationships with U.S. partners, help develop partners' military capabilities and ability to operate with U.S. forces, and facilitate access to foreign countries in the event of a contingency. This report examines U.S. Army SC processes in the Pacific Command area of responsibility to forge stronger links between strategic and tactical levels in the planning and execution of SC activities. Researchers developed a framework to link tactical- and operational-level SC activities with strategic goals and found ways to identify information requirements for units executing SC activities and improve evaluations. Researchers found that planning for SC events could be improved by providing additional clarity in the orders process and strengthened knowledge management to aid tactical planners. SC evaluations at the strategic level could be improved through better specifications of the linkages between SC events and expected outcomes and at the tactical level through process improvements in the conduct and dissemination of after-action reports."--

Abstract

The World Trade Center (WTC) Health Program (hereafter Program) provides medical monitoring and treatment for its Members: the responders and survivors who were at the WTC and related sites or located within the New York City disaster area during and after the terrorist attacks of September 11, 2001. Scientific research supported by the Program provides an evidence base for the health monitoring and clinical care of Members. In this report, the authors describe the findings and recommendations of a four-year study of the Program's research portfolio and its translational impact. They present results from a mixed methods assessment that integrates (1) a scoping review of nearly 1,000 peer-reviewed publications and thousands of pages of grey literature that reference research related to the health effects of 9/11, (2) stakeholder perspectives gathered through focus groups and interviews, and (3) a review of Program documentation. The report is intended to guide planning by Program leadership as it aims to maximize the impacts of Program research and achieve its goal of translating research into care for those affected by the attacks on 9/11.

Building security in Africa : an evaluation of U.S. security sector assistance in Africa from the Cold War to the present

Abstract

The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.

Abstract

Determining manpower requirements is an important function of Air Force personnel management organizations. The Air Force has long had a detailed and complex process for accomplishing it. The Air Force asked RAND Project AIR FORCE to examine this process and to identify and evaluate options to increase its efficiency. The authors compared the process with equivalent processes in other services, local government, and industry, examining the literature and conducting interviews with practitioners. They also evaluated Air Force data and observed Air Force workshops and other activities. For example, the authors examined how manpower standards are set and applied to determine manning for various units, including such issues as availability and the effects of deployments. Among their findings were that the process lacks feedback loops to determine whether the standards are adequate and that the management engineering workforce is mostly nontechnical, with limited analytical education and expertise. The authors also found that manpower standards have minimal effect on resource programming, being applied mainly when first set but, even then, applying mostly to authorizations unlikely to be funded. The report also offers suggestions for ways to improve modeling of manpower standards, endorsing a survey approach similar to the one the Navy uses.

Abstract

This report presents the results of a congressionally mandated, independent assessment of federally funded health services research (HSR) and primary care research (PCR) spanning the U.S. Department of Health and Human Services (HHS) and U.S. Department of Veterans Affairs (VA) from FYs 2012 to 2018. Through technical expert panels, stakeholder interviews, and a systematic environmental scan of research grants and contracts funded by HHS and the VA, the authors characterize the distinct contributions of agencies in these departments to the federal HSR and PCR enterprise. The authors also identify opportunities to improve detection and coordination of overlap in agency research portfolios, the impacts of HSR and PCR and how they cumulate across research portfolios, and gaps in research funding, methods, and dissemination. The authors offer recommendations to maximize the outcomes and value of future investments in federal HSR and PCR to better guide and serve the needs of a complex and rapidly changing U.S. health care system.

Abstract

"This report examines the use of the Commander's Emergency Response Program (CERP) in Afghanistan. It explores the effectiveness of CERP in supporting tactical operations in Afghanistan during the counterinsurgency-focused 2010-2013 time frame using qualitative and quantitative methods and describes CERP's origins, history, and existing research on the effectiveness of CERP in Iraq and Afghanistan. The qualitative component of this analysis provides an assessment of CERP from the perspective of its implementers, drawing on interviews with nearly 200 military officers and noncommissioned officers who designed and implemented CERP projects. These data provide a fine-grain view of the program on the ground, examining projects its implementers thought were successful and those viewed as unsuccessful. Our intent is to understand how and why tactical and operational units used CERP and whether the program achieved its intended effects in the local areas where it was used. The quantitative analysis explores the relationship of CERP activity with both population- and coalition-focused outcomes. Our analysis of population-focused outcomes studies population movements, economic activity, and agricultural activity. The comparable analysis of coalition-focused outcomes focuses on intelligence about enemy activity, attacks involving coalition forces, and coalition freedom of movement. This analysis uses geospatial analytic methods, in which CERP administrative data and detailed data from 400 CERP projects collected in our qualitative data set are linked to outcomes based on highly granular locational information.
