For more than a decade, the Balkans have been a centre of crisis - armed conflicts have brought death, expulsion, destruction and untold suffering to the people. The postwar efforts of the West have failed to bring lasting stability and real progress so far. The Symposium at Basel University was an interdisciplinary event where complex issues were elucidated by historians, geographers, sociologists and political scientists. The event enabled East and West European scholars and their American counterparts to exchange their somewhat divergent views. The speakers covered a broad range of subjects: historical causes, aspects of postwar economic and social development as well as sociocultural consequences of the democratization process. Special attention was devoted to the situation of minorities, the refugee problem and the security situation in the fragile states of the West Balkans and also to the responsibility of the EU and USA for the general stagnation in the area. The Symposium was intended to illustrate differing interpretations of the events of the past ten years and to encourage discussion between speakers and participants at the event.

Le domaine social se trouve de plus en plus contraint par la logique du New Public Management, ses normes et ses critères de bonnes pratiques. Résister à ces logiques constitue pour les praticiens du social un défi humain et professionnel incontestable. Mais quelles sont les formes que prend cette résistance ? Les positionnements professionnels révèlent que les options choisies impliquent nombre d'innovations dans les pratiques, regards renouvelés sur les situations et analyses évolutives des phénomènes sociaux. Par leurs expériences et réflexions au sein d'un secteur en tension, chercheurs et acteurs du terrain rendent compte d'un réel engagement professionnel et personnel. Le caractère bilingue - français/allemand - de ces écrits (chaque article étant résumé dans l'autre langue) permet de croiser des approches diversifiées et offre un large panorama, sorte d'état des lieux du travail social tel qu'il se déploie dans nos sociétés de type néo-libéral, et en Suisse en particulier. Soziale Arbeit kommt immer stärker unter den Zugzwang der Logik des New Public Managements mit seinen Werten und Praxismaximen. Diese Logik zu hinterfragen und sich ihr entgegenzustellen, stellt für viele Sozialarbeitende eine grosse menschliche wie professionelle Herausforderung dar. Doch wo steht die Soziale Arbeit heute und wie kann Widerstand geleistet werden? In diesem Band liefern Forschende und Fachpersonen aus der Praxis Erfahrungen und Reflexionen zum Spannungsfeld Soziale Arbeit und dokumentieren damit gleichzeitig ihr professionelles und persönliches Engagement. Die zweisprachige Publikation gibt die Möglichkeit, unterschiedliche Ansätze miteinander in Beziehung zu setzen sowie einen breiten Überblick und eine Art Bestandsaufnahme der Sozialen Arbeit in der Schweiz und darüber hinaus zu erhalten.
