Abstract

Situering in de beleidscontext en onderzoeksvraag: De Vlaamse overheid besteedt bijzondere aandacht aan de (energetische) kwaliteit van het Vlaamse woningpatrimonium. In verschillende beleidsdocumenten ambieert ze om tot een grondige verbetering van de Vlaamse woonvoorraad te komen tegen 2050. Daarbij stelt zich de vraag wat de kostprijs is om het Vlaamse woningpatrimonium aan te passen aan de woningkwaliteits- en energetische vereisten. Het doel van dit onderzoek is om een inschatting van deze kostprijs te geven. Daarom moeten we enerzijds inschatten welke inspanningen nodig zijn om de Vlaamse woningen te doen beantwoorden aan de minimale vereisten uit de Vlaamse Wooncode. Anderzijds moeten we de kosten schatten om het Vlaamse woningpatrimonium te doen beantwoorden aan de energetische doelstellingen van het renovatiepact.

Abstract

The ongoing heavy rainfall of July 2021 and the subsequent flooding of the Vesdre Valley, have resulted in the massive destruction of the villages and cities alongside the Vesdre. Especially in the lower part of Limbourg, Dolhain, the whole city and its infrastructure felt the heavy impact of the flood. The city is situated around a hairpin turn of the Vesdre, and completely encroaches the riverbanks of the Vesdre, leaving no alternative space for the water to flow. Until today, they are still trying to rebuild, but it is clear that only rebuilding the way it was before, will not solve the problem: due to further global warming, floods like these will not be an exception any longer. This research proposes guidelines to adapt the Vesdre Valley in Limbourg for global warming, in an attempt to be more resilient toward future climatic events. Instead of inventing designs only based on new ideas, the research reached back into the past, and aims to learn from Vernacular Urbanism. The first part of the thesis analyzed Limbourg on five themes: water, vegetation, earth, production, and informality. From the conclusions of the analysis, eight design strategies were defined on two distinct scales: the complete valley of Limbourg, and the lower city Dolhain. The main element pushing the design was the reclaiming of the floodplain, inspired by vernacular Dolhain. The presented analysis and design of Limbourg can be used to prevent floods like the one from July 2021. Furthermore, it can serve as an example for future designs along the whole Vesdre Valley.
