Face à cet afflux, d'une ampleur inégalée depuis la Seconde Guerre mondiale, et ce drame humanitaire, les pays européens, tout d'abord en état de sidération, se révèlent ensuite incapables de mener une politique commune d'accueil et de répartition, et sont tentés par le repli identitaire.Fermeture des frontières pour le groupe de Višegrad, victoires électorales des partis d'extrême droite brandissant la menace de l'invasion, vote en faveur du Brexit... la crise migratoire vient révéler une crise d'une autre nature, politique celle-ci : celle du régime migratoire européen. This book is the first of a work in two parts addressing the relations between the transnational society and the state. It is dedicated to the analysis and conceptualisation of transnational societies. This work moves beyond the mere depiction of transborder socialities by shedding light on the fundamental structures underpinning them. It investigates the mechanics of their formation and evolution, their demise or transformation into diasporas. It theorises transmigrants as plural humans embedded and socialised in multiple settings, and whose activities are sustained and framed by three key social institutions: transnational families, businesses and associations. It sheds light on the construction of an intersubjective moral framework regulating the relations between migrants and non-migrants. Finally, it examines the space-time continuum of transnational societies. Thomas Lacroix is a geographer, CNRS director of research at the Centre for International Research of Sciences Po Paris and a fellow of the Institut Convergence Migrations.

Ce livre est d'abord un témoignage, celui de ces hommes et de ces femmes qui se construisent une place entre ici et là-bas. C'est la première étude concernant les associations de migrants marocains impliqués dans le développement. L'auteur aborde sous un angle nouveau la relation entre migration et développement en s'interrogeant non pas sur les effets de la migration en matière de développement mais sur le pourquoi de l'implication des migrants. Le développement apparaît alors comme un moyen instrumentalisé par les différents groupes en présence. Thomas Lacroix rénove l'approche sur le transnationalisme en l'analysant comme le creuset où s'invente une nouvelle identité migratoire, un nouveau mode d'intégration.

Depuis les années 1990, les initiatives de développement montées par des émigrés pour leur village d’origine se sont multipliées un peu partout dans le monde. Aux États-Unis, en Europe et ailleurs, des collectifs de villageois expatriés se constituent pour électrifier, construire une école, une bibliothèque ou un hôpital. Comment expliquer ces comportements identiques parmi des groupes que rien ne relie ? à travers une étude comparée des Indiens Sikh en Grande Bretagne, des berbères chleuhs marocains et des kabyles algériens en France, ce livre plonge au coeur du transnationalisme villageois. Pour les émigrés, ces projets de développement villageois sont un moyen de réinventer le continuum identitaire, spatial et temporel qui les lie à leur communauté de départ. Pour les villages, ils sont un moyen de faire face à une décentralisation néolibérale qui élargit leurs responsabilités en matière de développement sans pour autant renforcer leurs moyens financiers. L’essor de ces transferts collectifs apparaît dès lors moins comme le dysfonctionnement des modèles d’intégration des pays du Nord que comme la réforme de la gouvernance du développement au Sud. En combinant différentes sources de données quantitatives et la finesse des observations de terrain, ce livre offre un regard informé et apaisé sur les réalités migratoires contemporaines.
