Abstract

Small towns are continuously overlooked and under-researched, although they represent a type of urban settlement present in large numbers, especially in Europe. Questions regarding the resilience of small towns are an important issue acknowledged in the EU policy of regional development. This volume is written by an international and interdisciplinary team of scholars who are convinced about the importance of small towns as a research topic. It looks at how towns approach heritage, its instrumental use and its commodification in support of its survival, asking about towns’ strategies to achieve resilience to external pressure. The chapters present cases from Europe and beyond. It represents various types of situations and approaches of urban communities, but it is not limited to success stories. The authors deal with places that are undervalued, not fully exploited or in danger because of lack of appreciation. They explore a wide range of strategies in the fields of revitalization stabilization, stagnation, decline or desertification, considering the possible role of heritage, as well as small towns’ creativity in networking initiatives.

Abstract

Partir ! Fuir, franchir les mers, les frontières, est-ce aussi simple que le rêvaient les poètes du XIXe siècle ? Visage angoissé de l’exilé mille fois saisi par l’objectif du photographe lors des grandes catastrophes ; ébahissement du nouveau venu contemplant son nouveau territoire au sortir de la gare ou du port ; fierté du boursier revenant dans sa famille auréolé de la gloire académique. Ces expériences de la frontière sont au cœur de notre problématique, expériences saisies dans leur dynamique, leur ambivalence et leur fécondité. Notre propos n’est pas de comprendre comment les hommes ont créé les frontières, mais ce que celles-ci ont « fait aux hommes ». Au cœur de notre projet s’inscrit l’expérience individuelle et collective – individus, groupes, États – affrontée au franchissement des limites. De la même manière que Georges Balandier parle de « situation coloniale », risquons les termes de « situation frontalière » pour décrypter la manière dont est vécue la frontière, pour saisir la complexité des phénomènes engendrés par la séparation physique et symbolique des hommes selon des lignes de fracture qui traversent les sociétés. Expérience singulière que cette situation frontalière, configuration plastique et toujours redéfinie… Comment les acteurs sociaux et individuels se représentent-ils les frontières, comment les franchissent-ils, comment les transgressent-ils ? À toutes ces questions, cet ouvrage, né d’une réflexion pluridisciplinaire et internationale, tente de répondre. Sociologues, historiens et spécialistes de littérature apportent un regard complémentaire sur les jeux complexes des hommes, des groupes et des institutions confrontés à ce phénomène de frontière qui n’a cessé de hanter et diviser les sociétés jusqu’à devenir aujourd’hui un enjeu planétaire majeur.
