Abstract

The career of Robert Bresson (b. 1907) is one of the richest in the history of cinema, but also one of the most enigmatic. For some commentators, Bresson is a severe moralist who's almost medieval in his concern for the darker aspects of Catholic theology. For others, he's best seen as a stylist whose work has consistently anticipated cinematic trends. Just as Bresson's 1959 'Pickpocket 'was remodelled by Paul Schrader as 'American Gigolo '(1980), so 'L'Argent '(1983) is a study of spontaneous murder and a meditation on evil that has a striking kinship with contemporary vigilante and serial killer films. Kent Jones disputes some of the received wisdom about Bresson's work as it's epitomized by 'L'Argent': the work can't simply be reduced to its austere, pessimistic, or religious elements. By exploring the many dimensions of' L'Argent', Jones finds other elements: beauty, compassion, an overriding concern with the meaningful depiction of experience. 'L'Argent 'is the culminating work of one of the select group of directors able "to push the cinema, through the force of their own genius, onto a new plain."

Abstract

Who is afraid of the World Trade Organization, the WTO? The list appears to be long. Many workers, and especially unions that represent them, claim that WTO agreements increase import competition and threaten their jobs. Other groups emphasize the role of the WTO in the allegedly ill effects of globalization in general. Many environmentalists share this concern, claiming that the WTO encourages pollution and prevents governments from defending national environmental standards. Then there are human rights advocates ready to violate WTO rules by imposing trace sanctions in defense of human rights. Still other groups fear that the WTO compromises national sovereignty, taking away a countrys right to govern its trade and even its own domestic policies. This book is in response to the many misinformed and often hysterical arguments leveled against the WTO during recent protests in Seattle and elsewhere. In this timely and engaging volume, Kent Jones explains the compelling reasons for establishing the WTO as an agreement to promote world trade, and the consensus-based structure of all its enforcement mechanisms. While Jones does not dismiss the threat that recent political protests pose for the trading system, he does reveal the fallacies in their arguments and presents a strong case in favor of the World Trade Organization, with proposals for reconciling trade and non-trade goals in the world economy.

Abstract

Jones examines the difficulties of the World Trade Organization (WTO) in completing multilateral trade negotiations and possible ways to improve the situation. The problem lies in the institutional structure it inherited from the General Agreement on Tariffs and Trade (GATT), which was designed for a more limited scope of trade negotiations among wealthier, industrialized countries. The book presents a model of the GATT/WTO system as a global institution, based on the accepted goals, rules, and obligations of the members, as well as the output the institution is expected to generate.

Abstract

In an age of global populism, open trade policy has become a victim of anti-globalization and economic nationalism. Populism and Trade addresses these concerns by tracing the impact of divisive political tactics in influencing voters to support protectionism and reject trade integration and cooperation. Focusing on the influence of the Trump administration and the Brexit referendum, Kent Jones explains the fragile nature of global trade institutions and argues for the policies needed to save them.

Abstract

"Populism and Trade traces the role of populist trade policy in the increase of global protectionism and the erosion of international trade institutions. Populist anti-trade rhetoric played a major part in U.S. President Donald Trump's 2016 election campaign, in which he portrayed current trade agreements as elitist measures to undermine U.S. manufacturing jobs, economic security, and the interests of the American people. Upon taking office he proceeded to implement trade restrictions that were unprecedented in the era of GATT-WTO rules. His use of national security criteria for unilateral tariffs on steel and aluminum, and his trade war with China represented an abandonment of WTO trade rules and practices. In the United Kingdom, the 2016 Brexit referendum resulted in a vote to leave the European Union, thereby ending the U.K. trade integration arrangement that had begun in 1973. The referendum campaign drew on U.K. criticism of EU intrusion on U.K. sovereignty in presenting the issue in populist terms of elitist control from Brussels set against the interests of the victimized British people. The book develops a conceptual framework of protectionism that links behavioral factors with perceived external threats and voting behavior based on emotion. It also offers a review of trade policies of other populist governments and an assessment of their economic and institutional cost. A concluding chapter provides recommendations for addressing the populist challenge, focusing on adjustment policies, reforms of global trade institutions, and the need to protect domestic democratic processes"--
