Abstract

This report considers the analytical potential of the classification system of policy measures in the OECD Producer Support Estimate (PSE) to monitor policy developments. This system of categories, subcategories and labels is based on the form in which transfers are provided to farmers. The analysis of data relating to categories, sub-categories and labels of the PSE classification allows for a critical examination of the strengths and weakness of the PSE classification system. While this system provides a useful picture of some important differences in the way agricultural support policy is implemented over time and between countries, it is obviously limited by the pre-defined categories and labels. But the database also contains a wealth of information on each policy measures, which can be drawn upon for more detailed analysis.

Analyse de la composition du soutien aux producteurs : Ce rapport examine la capacité d'analyse du système de classification des mesures de politique agricole entrant dans l'Estimation du Soutien aux Producteurs (ESP) de l'OCDE en termes de suivi de l'évolution des politiques. Ce système de catégories, sous-catégories et étiquettes est fondé sur la forme sous laquelle les transferts sont accordés aux agriculteurs. L'analyse des données correspondant aux catégories, sous-catégories et étiquettes de la classification des mesures dans l'ESP permet un examen critique des forces et des faiblesses de ce système. Il permet d'obtenir une image utile de certaines des différences importantes dans la mise en oeuvre des politiques de soutien à l'agriculture au cours du temps et entre pays, mais il est bien évidemment limité par les catégories et labels prédéterminés. Cependant, la base de données contient aussi une abondance d'informations sur chaque mesure gouvernementale, sur lesquelles une analyse plus détaillée peut s'appuyer.

Four o'clock in the morning, and the lights are on and still there's no way we're going to sleep, not after the film we just saw. The book we just read. Fear is one of the most primal human emotions, and one of the hardest to reason with and dispel. So why do we scare ourselves? It seems almost mad that we would frighten ourselves for fun, and yet there are thousands of books, films, games, and other forms of entertainment designed to do exactly that.As Darryl Jones shows, the horror genre is huge. Ranging from vampires, ghosts, and werewolves to mad scientists, Satanists, and deranged serial killers, the cathartic release of scaring ourselves has made its appearance in everything from Shakespearean tragedies to internet memes. Exploring the key tropes of the genre, including its monsters, its psychological chills, and its love affair with the macabre, Darryl Jones discusses why horror stories disturb us, and how society responds to literary and film representations of the gruesome and taboo.
