Abstract

Given the key role of funding in supporting terrorist operations, counterterrorism finance (CTF) efforts often focus on tracking money and preventing financial transactions that might be used to support attacks and other terrorist activities. However, the success of these strategies in reducing terrorist access to official currencies has raised concerns that terrorist organizations might increase their use of such digital cryptocurrencies as Bitcoin to support their activities. Current cryptocurrencies are not well matched with the totality of features that would be needed and desirable to terrorist groups but might be employed for selected financial activities. The authors' research shows that, should a single cryptocurrency emerge that provides widespread adoption, better anonymity, improved security, and that is subject to lax or inconsistent regulation, then the potential utility of this cryptocurrency, as well as the potential for its use by terrorist organizations, would increase. Regulation and oversight of cryptocurrencies, along with international cooperation between law enforcement and the intelligence community, would be important steps to prevent terrorist organizations from using cryptocurrencies to support their activities.

Abstract

"Foundations of the Islamic State: Management, Money, and Terror in Iraq, 2005 to 2010 draws from more than 140 recently declassified documents to present a comprehensive examination of the organization, territorial designs, management, personnel policies, and finances of the Islamic State of Iraq (ISI) and al Qaida in Iraq (AQI), both predecessors of the Islamic State. These records paint a clear picture of ISI practices and standard operating procedures. Leadership consciously designed the organization not just to fight but also to build an Islamic state governed by the laws dictated by its strict Islamist ideology. ISI was a vertically integrated organization with a central management structure and functional bureaus. It sought to replicate these structures at multiple lower geographic levels across territory. Each geographic unit had substantial autonomy to pursue the group's strategic objectives but was required to send frequent reports to the group's leadership; the central organization used these reports to inform decisions and provide strategic guidance. ISI paid its personnel a wage that would draw true believers rather than opportunists; trained and allocated its membership with an eye toward group effectiveness; raised revenues locally through diversified sources; and was able to maintain itself, albeit at much reduced strength, in the face of a withering counterterrorism and counterinsurgency strategy put in place by its opponents, starting in late 2006. An analysis of the Islamic State predecessor groups is more than a historical recounting. The lessons from examining the group's history are useful for setting expectations about the strengths and vulnerabilities of the Islamic State and its ability to combat its opponents, designing a coordinated and effective campaign against it, and understanding why it might be able to survive such an effort and sustain itself in the future, albeit perhaps at a lower level of threat. Defeating the Islamic State will require persistence. Abstract

With the end of its territorial caliphate, the Islamic State will almost certainly attempt a comeback. Such efforts will require money. The authors examine the group's history as an insurgency and a self-styled caliphate, drawing from the literature, the group's documents, and interviews with individuals who lived under the caliphate, with a focus on how the group has financed itself. The Islamic State has prided itself on drawing from local funding sources rather than external donations. As a territorial caliphate, it could openly levy taxes and fees and sell oil from fields it controlled to cover its expenses. Now that it can no longer rely on such sources, the group will go with activities that it has used successfully in the past, as an insurgency. Criminal activities will prove useful, with its members seeking to extort, kidnap, steal, smuggle, and traffic to obtain the money they need to finance the group's activities. On top of this, the Islamic State likely has detailed information on the population it once ruled, and it appears to have sizable assets in reserve. As an insurgency, rather than a territorial government, its expenses are far lower than they were at the peak of its power. Accordingly, the United States will need to stay involved with counter–Islamic State activities across several lines of effort, including counterfinance and potentially including military action.
